Job Description


What the role is:The incumbent shall support the Assistant Director to manage the daily operations of the Centre, implement the appropriate use of technology, and create a conducive and supportive environment for leadership development and learning. The incumbent shall also manage and implement the resource framework to leverage strong expertise and knowledge to lend prestige and credibility to HTCL and its leadership programmes. In this regard, the incumbent shall also assist to develop strong internal capabilities within the Centre, and build conducive learning facilities to ensure the delivery of high quality leadership programmes for HT leaders, WOG and HT international strategic partners.What we are looking for:Programme Administration \xe2\x80\xa2 Manage activities related to the execution of leadership programmes to ensure the quality of programmes and services provided \xe2\x80\xa2 Manage the training support required for the conduct of courses \xe2\x80\xa2 Procure training related support services, including tea-breaks, meals, flights, accommodations and transport, as required \xe2\x80\xa2 Maintain and update the Programme Factsheet / Brochure for all programmes conducted in HTCL \xe2\x80\xa2 Implement the appropriate use of technology, and create a conducive and supportive environment for leadership development and learning \xe2\x80\xa2 Keep abreast of new trends and delivery methodology in leadership development \xe2\x80\xa2 Leverage on the Centre\'s website and portal to facilitate efficient programme administration and programme management \xe2\x80\xa2 Leverage the online platforms to promote the Centre\'s programmes and branding \xe2\x80\xa2 Draft tender specification for vendors / IHLs to submit their proposal and quotation for programme development \xe2\x80\xa2 Process the procurement of training-related services \xe2\x80\xa2 Coordinate with private vendors in developing training modules for programmes conducted by HTCL \xe2\x80\xa2 Evaluate the submission by private vendors and make recommendations for selection. Resource Framework \xe2\x80\xa2 Execute a HTCL Resource Framework to guide the Centre in sourcing and managing experts and partners whom would lend prestige and credibility to HTCL and its leadership programmes \xe2\x80\xa2 Facilitate the engagement of experts and intellectual resources to provide HTCL training services and content \xe2\x80\xa2 Execute the processes of selection, appointment, remunerations and scope of engagement to secure expertise and resources for HTCL, including adjunct faculty, fellows, associate faculty and guest speakers. \xe2\x80\xa2 Execute the engagement of these resource personnel to cultivate continual relationship and collaboration to further the Centre\'s mission \xe2\x80\xa2 Facilitate the sign up for suitable professional and personal development courses, skill upgrading courses and accreditation programmes to upgrade the professional capabilities and skill proficiency levels of the HTCL\'s staff Thought Leadership \xe2\x80\xa2 Assist to position Home Team Centre for Leadership as the referenced centre and thought leader in leadership and leadership development in public safety and security \xe2\x80\xa2 Maintain close working relationships with the HTDs\' training community, MHQ Divisions and other Specialist Units in MHA to ensure alignment and synergy in leadership development \xe2\x80\xa2 Work with the HT Training Community to ensure the effective execution of quality of leadership development programmes. \xe2\x80\xa2 Maintain ties and collaborations with established and renowned law enforcement training academies overseas, to foster stronger networks and working relations with overseas counterparts \xe2\x80\xa2 Cover the duties of Assistant Director in his/her absence; \xe2\x80\xa2 Undertake secondary appointments, duties or projects assigned by Director, Deputy Director or Assistant Director.About MHA - Home Team Academy (HTA):As the Corporate University of the Home Team, the Home Team Academy (HTA) plays a crucial role in the Home Team training and learning ecosystem to develop skilled and future-oriented HT leaders and officers.
