Effective and High-Performing Leaders & Leadership Teams who deliver with excellence today and innovate for tomorrow 2. Leadership Corps with Greater Diversity in experiences, skillsets & perspectives 3. One Public Service Leadership with a common purpose, identity and values We do so by ensuring that our leadership development (LD) approaches are fit-for-purpose. This includes how we identify, develop, and engage senior public service leaders and leadership talents on the central leadership programmes (the Administrative Service and Public Service Leadership Programme). We do so in close partnership with our training partner, the Civil Service College as well as the HR community and leaders across the Public Service. [Specific Job Responsibilities] You will be part of a dynamic team shaping LD strategies at the Public Service level. You will: xe2x80xa2 Formulate and review policies and strategies across the Talent Management and Leadership Development value chain (identify, develop, engage) to ensure relevance to the changing public sector leadership context and emerging HR/LD trends. xe2x80xa2 Develop competency-based and data-driven LD policies and approaches to ensure that the Public Service attracts, selects, develops and promotes leaders with the right values and capabilities. xe2x80xa2 Address LD needs at the Public Service level and in partnership with Ministries and other stakeholders. xe2x80xa2 Drive thought leadership in LD principles and practices within the Public Service, which includes promoting the exchange of best practices among public agencies. In the course of the work, you will have the opportunity to work closely with Public Service Leaders, Ministries, counterparts in different clusters within PSD and with the Civil Service College to develop policies and initiatives. You will engage and build relationships with public officers on our talent programmes to ensure that what we roll out are effective and officer-centric. You will also be exposed to various aspects of talent management, leadership development and human resource management work such as recruitment, selection, and learning & development.What we are looking for:[Values] We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service. [Work Experience & Competencies] In addition, an ideal candidate should possess the following: xe2x80xa2 [HR & Leadership Development Policies and Practices] Good public policy instincts and appreciation of the objectives and challenges of HR practices in the Public Service. Knowledge of the latest HR/LD trends and best practices, and how these can be applied in the context of the Public Service. xe2x80xa2 [Analytics] Strong planning and analytical skills. In particular, being able to identify trends and leverage the use of data and research to formulate practicable strategies/solutions and measure their success. xe2x80xa2 [Thinking Clearly and Making Sound Judgement] Ability to consider and integrate different perspectives and operate at different levels of analysis (e.g. service-wide, organisational-level, officer-level) to make sound and timely recommendations. xe2x80xa2 [Working Effectively with Stakeholders] Ability to engage stakeholders effectively to understand their needs and concerns, as well as to involve them in the solutioning process and seek their buy-in to initiatives. You should possess strong communication (written and verbal) and presentation skills to engage internal and external stakeholders of different seniority. xe2x80xa2 At least 2 years of working experience in policy-related work or in the field of HR, Talent Management or Leadership Development. [Other Traits] xe2x80xa2 Self-starter who is able to work independently and under pressure.
