Job Title: APAC IT Program Manager for Wholesale Banking and Private Wealth Banking

Our client is one of the global top 15 largest financial institutions. Singapore is their regional HQ. The regional IT hub in Singapore employs about 500 IT engineers supporting about ten countries in the region.

They are hiring an IT Program Manager, where you\'ll play a pivotal role in shaping the future of the IT landscape across the Asia Pacific Region (APAC). As a key member of our APAC IT Team, you\'ll be at the forefront of innovation, working alongside business and IT stakeholders to drive excellence in Wholesale Banking and Private Wealth Banking products and services.

Responsibilities:

Strategic IT Workstreams: Spearhead the formulation and establishment of IT workstreams, focusing on Wholesale Banking and Private Wealth Banking products such as Loans, Deposits, Treasury, Securities Custody, and Execution.

Technology Roadmap: Create a forward-looking technology roadmap that aligns with program objectives, collaborating closely with the Head Office, regional business leaders, and IT experts.

Feasibility Expert: Lead program feasibility studies, evaluating solutions options, conducting cost-benefit analyses, and ensuring stakeholder consensus within tight timelines.

Program Excellence: Establish comprehensive program plans encompassing scope definition, scheduling, resource allocation, budgeting, implementation strategies, and rigorous quality assurance processes.

Architectural Oversight: Review and refine application architecture and infrastructure designs to ensure they are in harmony with our vision.

Compliance and Governance: Act as the gatekeeper, ensuring strict adherence to financial and Head Office policies, guidelines, operating processes, and industry best practices.

Innovative Solutions: Collaborate with diverse stakeholders to explore cutting-edge technical solutions that meet and exceed our business objectives and requirements.

Standardization Advocate: Drive the implementation of regional technology programs, continuously seeking opportunities for standardization. Develop a deep understanding of SMBC systems, both locally and globally, to pioneer innovative initiatives.

Project Management Enhancement: Support the enhancement of project management practices, templates, policies, and tools, elevating the program and project management capabilities of the IT APAC organization.

Portfolio Optimization: Support the review of the project portfolio, ensuring alignment with APAC\'s strategic objectives, and propose optimal prioritization for management decision-making.

Effective Communication: Participate in key regional meetings, providing updates and alignment for programs and projects, effectively communicating our strategic vision.

Risk Mitigation: Take charge of program risk assessment, proactively identifying and mitigating potential issues, and tracking progress to ensure successful outcomes.

Mentorship: Coach, mentor, and motivate other Program and Project Managers as needed, fostering a culture of continuous improvement and growth.

Requirements:

Educational Background: Bachelor\'s degree in Computer Science or Information Technology.

Experience: A minimum of 15 years of work experience within the banking sector, preferably in Corporate Banking, Private Wealth, and Capital Markets.

Banking Know-how: Strong knowledge of the banking domain, specifically Wholesale Banking and Private Wealth Banking products and services like Loans, Deposits, Treasury, and Securities Custody & Execution platforms.

Regulatory Expertise: Familiarity with regulatory compliance requirements for the APAC region within the banking industry.

Tech Savvy: Demonstrated capability in technology delivery, solution design, and adherence to project governance frameworks.

Strategic Thinker: Proven experience in conducting program feasibility studies, analyzing solutions options, performing cost-benefit analyses, and building stakeholder consensus.

Leadership: Ability to effectively communicate a strategic vision and successfully set up complex change programs.

Negotiation Skills: Proficiency in driving strategic regional and global IT programs and negotiations with regional and Head Office stakeholders.

Relationship Management: Excellent relationship management skills, with the ability to communicate effectively across diverse stakeholder groups through internal consultation and facilitation.

Program Management: Demonstrable experience leading or managing IT programs in the Financial Services domain, particularly those with a budget that is larger than USD 10 million.
