What the role is:

The Preservation of Sites & Monuments (PSM) is a division in the National Heritage Board that provides advice and recommendation on preservation of monuments and sites with national significance, which commemorate our Singapore heritage.

You will be an advocate in the protection of these national sites and monuments. With your architectural expertise, you will inspect these monuments/sites, ensuring that they are well-preserved to reflect the many stories of its deep history. You will also be trained to be the technical expert in providing advice on work relating to the proper preservation, restoration, and maintenance of these national monuments.

Responsibilities

Works related to Preservation of Sites and Monuments

  • Perform technical work that is related to the proper preservation, conservation, restoration and maintenance of National Monuments
  • Assist in the evaluation of development applications when monument stakeholders submit for major building works.
  • Manage enquiries submitted by the public or monument stakeholders on building works.
Preparation and updating of Preservation Guidelines
  • Work on preparation and updating of Preservation Guidelines, including the commissioning and managing of building surveys and photogrammetry scanning
Stakeholder Engagement and Technical Guidance
  • Respond to all National Monument related matters through site meetings and inspections with monument stakeholders and their consultants.
  • Provide technical guidance to PSM during policy meetings, PSM Advisory Board Meetings, and other inter-agency meetings.
Tax Exemption Scheme (TES) and Preservation of Monuments Fund IPC Admin
  • Serving as the administrator for the Preservation of Monuments Fund IPC, which is used to administer the Tax Exemption Scheme. This entails:
  • Managing issuance of donations receipts via inputting data into IRAS\' tax deduction system for auto-filing of deductions;
  • Pre-assessment and verification of TES applications received from stakeholders;
  • Liaising with monument stakeholders regarding participation in TES, donations and TES application and disbursement processes;
  • Maintaining TES SOPs; and,
  • Carrying out the annual filing and IPC renewals for the IPC as required.
Requirements
  • Background, preferably with Royal Institute of British Architects (RIBA) Part 2 accredited qualification, or an approved academic qualification in architecture from a school recognised by the Board of Architects (BOA) Singapore.
  • Preferably 3 years of practical relevant work experience in Architecture and/or Architectural Conservation, in Singapore.
  • Efficient, meticulous, organised, and able to multi-task.
  • A strong understanding of Singapore history would be advantageous.
  • Work experience with knowledge of Singapore conservation policies and processes, as well as Singapore government procurement and construction contract management, would be advantageous.
  • Proficiency in a Singapore's official languages / local dialects would be advantageous, due to frequent interactions with Mother Tongue / dialect-speaking monument stakeholders.
