Job Description


What the role is:The Finance and Facilities Division (FFD) is responsible for the Ministry\'s financial matters, procurement management and facilities development and management. FFD promotes proper stewardship of the Ministry\'s resources by applying best practices across its various functions. The Finance Branch provides financial stewardship and partnership by optimizing resource allocation and management, in addition to delivering sound financial administration. The Financial Operations - Policies Team oversees financial policies and processes to ensure efficiency and effectiveness, as well as compliance to various financial controls requirements.What you will be working on:We are looking for a pro-active and dynamic individual to join the Financial Operations - Policies Team. You will be required to oversee a team of officers to ensure smooth operation of financial processes and compliance to various financial controls requirements. Responsibilities: The team will be supporting and engaging the divisions in the areas of statutory audit, asset management, account payables, account receivables, submission of returns to other government agencies (e.g., MOF, AGD), as well as implement financial governance policies. You will need to coach and build a strong team to cater to the increasing demands of the changing environment and lead the team in implementing initiatives to improve financial governance in MSF such as streamlining and/or strengthening various finance processes. These will include: \xe2\x80\xa2 reviews and develop governance frameworks and processes to improve the financial operations of the Ministry, \xe2\x80\xa2 oversee the process of statutory and internal audits including follow-up on appropriate corrective and/or preventive actions, \xe2\x80\xa2 manage our key service provider for outsourced financial services - Vital.Org; and \xe2\x80\xa2 any other assignments as assigned.What we are looking for:

  • At least 5 years of relevant experience in a large organization, preferably with a degree in Accountancy or related courses of study \xe2\x80\xa2 Strong business acumen, critical thinking and data analytical experience which will be vital in the review and development of governance framework and processes. \xe2\x80\xa2 Good communication, writing and interpersonal skills \xe2\x80\xa2 Ability to manage diversity, work well with cross-functional teams in a high-pressured and fast-paced environment \xe2\x80\xa2 Resourceful and resilient \xe2\x80\xa2 Effective team management skill
