Job Description


What the role is:

You will be part of the Legal Office at the Ministry of Health, providing legal support to the Ministry across a broad spectrum of public health concerns. These include healthcare finance, ageing, health technology, infrastructure, and sector regulation. We are seeking motivated individuals who have the passion to learn, grow and contribute at the intersection of law and public health. Selected candidates will be employed under the Healthcare Legal Scheme (HLS) by MOH Holdings. There will be opportunities for public sector-wide cross-deployment as part of career development. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on:

  • Advise on, draft, and review the Ministry\'s dealings/documentation with other parties, including working on contracts, international agreements, organisational changes, disputes, statutory appeals and judicial reviews. \xe2\x80\xa2 Assist the Ministry\'s policy divisions with the formulation and vetting of proposed legislation, and advice on policy/operational matters with legal implications. \xe2\x80\xa2 Support prosecutorial and enforcement work in connection with offences under the Ministry\'s purview. This includes being part of a compact team with a focus on legal matters on the setting up of the Communicable Diseases Agency (CDA). These roles will involve many opportunities to work directly with MOH senior management, and to influence policy and operational outcomes.
What we are looking for:

Work Experience, Competencies and Personal Traits: \xe2\x80\xa2 Tertiary Education in Law. \xe2\x80\xa2 Qualified in Singapore. \xe2\x80\xa2 Additional qualification in other common law jurisdiction would be helpful. \xe2\x80\xa2 Ideally at least 2-4 years of legal work experience. \xe2\x80\xa2 Experience/expertise in a broad spectrum of legal work, including transactions, disputes, advisory and prosecutorial matters. \xe2\x80\xa2 Strong legal research, contract vetting, statutory interpretation and drafting skills. An ideal candidate should possess the following: \xe2\x80\xa2 Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. \xe2\x80\xa2 Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. \xe2\x80\xa2 Improving & Innovating - Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. \xe2\x80\xa2 Working Effectively with Stakeholders - Ability to mobilise and rally partners and stakeholders towards a collective purpose. Division may add on other skills, knowledge and competencies needed for the role. As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
