What the role is:
At the Family Life Group (FLG), our mission is to build strong and resilient families and support them through all stages of life towards the vision of making Singapore a great place for families. The Services Division (SVC) administers Government services and schemes that enable and encourage family formation. This will be an excellent opportunity to hone your skills in (a) scheme administration involving operations and policies; and (b) planning and executing large-scale service delivery projects.
What you will be working on:
You will be part of a dynamic team tasked to implement schemes/benefits to support families. o Ops Policy and Planning: You will work with diverse stakeholders to translate policy intent into workable and operationally sustainable solutions, developing ops policy recommendations to ensure efficient and effective scheme operations. You will be involved in end-to-end service delivery work, from partnering the policy unit on periodic scheme reviews and working closely with operational team to ensure that policy intent, ops policies and operations are aligned and executed well. This includes reviewing complex cases, as we believe that direct and first-hand involvement in scheme execution would lead to better ops policy and service delivery outcomes. o Transformation: You will work with the operations and customer experience teams to address operational pain points or service delivery gaps. These include reviewing as-is and to-be processes, identifying root causes/problem statements and recommending ops policy or process changes to address issues upstream and simplify processes. These works would provide improved guidelines on how to respond to complex appeals or exceptions, drive and implement process improvement and automate workflows for better service delivery and operational efficiency. o Grant Governance and compliance: You will work closely with the finance team to regularly review and enhance the scheme's grants governance frameworks, perform risks assessments and recommend mitigating measures. This is to ensure the governance processes for scheme administration continue to be relevant and robust over time. o Finance: You may be required to support the monitoring and projection of scheme budget; and work closely with the finance and/or policy team to secure additional resources as required.
What we are looking for:

• You must be able to work as a team and be open to take on cross-domain tasks and roles which will contribute to the overall success of the policy and operational outcomes. o The officer must have a collaborative mind set and be ready to initiate improvements to service delivery. You should be: (a) Analytical - able to connect the dots and translate policy into operations (b) Resourceful - able to come up with ideas or workarounds to manage speed bumps (c) Comfortable engaging stakeholders across domains (e.g. system and operations team, vendors, counterparts in other agencies and senior management). (d) Able to work well in a team setting and with other teams (e) Good written and communication skills (f) Self-driven, independent and meticulous (g) Comfortable with numbers and with basic data analytics skills o Relevant work experience in ops policy, service delivery, product design, change management is an advantage.
