Job Description


What the role is:The Partnership and Engagement Development (PED) team drives the development of public sector capabilities, as well as plans and coordinates Whole-of-Government (WOG) public engagement and partnership efforts. You will be part of a team which guides government agencies to develop and implement partnership and engagement strategies and programmes, including workforce development, PE competencies, training and development. You will contribute to building organisational capabilities across the whole-of-government, and will have opportunities to contribute to data-driven engagement with MCCY\'s stakeholders, and strengthen public trust in our institutions.What you will be working on:You will lead a team that is responsible for developing and implementing workforce development policies and processes to develop the Partnership and Engagement (PE) capabilities of the public service. \xe2\x80\xa2 Develop and implement workforce planning initiatives based on workforce data analysis to enhance overall effectiveness of PE officers, teams, and processes (e.g. manpower allocation, talent development, structured job rotations, career development pathways, training and development) \xe2\x80\xa2 Develop and maintain key workforce development frameworks (i.e. PE Competency Framework, PE Development Roadmap, PE job archetypes) \xe2\x80\xa2 Design, innovate and implement partnership and engagement capability building initiatives (formal, social and experiential learning) \xe2\x80\xa2 Collaborate with training partners and vendors, including the Civil Service College, to run the School of Engagement (SOE), by analysing training needs, reviewing and developing PE training programmes \xe2\x80\xa2 Develop indicators to evaluate the impact of workforce development programmes using both qualitative and quantitative research methodologies, and propose ideas or perspectives to address gaps \xe2\x80\xa2 Research, plan and implement thought and practice leadership (TPL) workstreams to establish and collaborate with credible networks for knowledge exchange, encourage adoption of good practices and innovative approaches, and drive co-governance as a culture within WOGWhat we are looking for:

  • At least 3-4 years of experience in partnership and engagement and/or social sciences research would be beneficial \xe2\x80\xa2 Experience in education sector, adult learning and development such as competency frameworks and design of training roadmaps and programmes (including facilitation and ability to deliver training) would be beneficial \xe2\x80\xa2 Excellent writing, communication and interpersonal skills \xe2\x80\xa2 Strong analytical and critical thinking capabilities \xe2\x80\xa2 High level of initiative and willingness to learn \xe2\x80\xa2 Ability to multi-task and adapt to changes well \xe2\x80\xa2 Strong team player, with the ability to work well with other agencies \xe2\x80\xa2 Strong project management skills, with the ability to work independently as well as in teams \xe2\x80\xa2 Effective manager with a passion for developing people and building a strong team ** Shortlisted applicants will be notified within 4 weeks of the closing date of this job posting.
