What the role is:The Legal Technology and Innovation Office (LTiO) of the Attorney-General\'s Chambers is actively seeking dynamic and forward-thinking Legal Technology Innovation Technologists to join the team. These roles are designed for individuals who are passionate about leveraging technology to revolutionise the legal landscape. Selected candidates will play a pivotal role in overseeing the creation and implementation of cutting-edge legal systems. The candidate will work with AGC\'s legal divisions, Information Technology Department (ITD), and external partners/vendors to implement innovation and transformation initiatives. The Legislation Division of the Attorney-General\'s Chambers is responsible for drafting and publishing all legislation in Singapore. Legislation is drafted and published on an internal bespoke system, then published to the wider public service via LegiS@Gov and to the general public via Singapore Statutes Online (SSO). There is a companion system known as the Legis Codes System (LCS) which generates unique identifiers for every legislative provision and is used by courts and other agencies to authenticate and verify legislative provisions. Candidate(s) selected for this role will, in the first instance and as a matter of priority, work with Legislation Division (the Division) to develop one or more new systems to perform the following functions: \xe2\x80\xa2 Drafting and editing of legislation. \xe2\x80\xa2 Publication of electronic versions of legislation, consolidation of amendments and to build and maintain point-in-time versions of legislation. \xe2\x80\xa2 Repository of all current and historical versions of legislation, including point-in-time versions. \xe2\x80\xa2 API that can be used by public sector and private sector agencies for verification and authentication of legislative provisions against the legislation repository in s/n. 3 as the single source of truth. It is important that we do not simply replicate the current way of doing things. The aim in developing and building the new systems is to improve and redesign work processes wherever possible, incorporate automation and artificial intelligence as appropriate and future-proof the systems for the future needs of the Government. These unique positions are designed to ensure that the Division\'s legislative drafting, publishing, and authentication systems are not only technologically advanced but also deeply integrated with the specific operational needs and legal frameworks that are unique to the Division\'s business. The mandate is to deliver effective technology solutions that meet the operational needs of the Division and enable advancements for the future.What you will be working on:You will be the subject matter expert (SME) and point person responsible for studying and redesigning the work of the Division (as assigned). You will be involved in a wide range of tasks such as road-mapping the needs of the Division and studying emerging technological trends, developing, devising and establishing suitable strategy plans, policies and systems for the Division and overseeing the successful implementation of the new IT systems and policies. You will assist to ensure that the IT strategies align with business needs and goals, plan the sprints and milestones for the development and implementation of the systems, and lead and drive the change management with internal and external users and training. In addition, you will define Product Backlog, perform Product Backlog Prioritisation and be the single point of contact to clarify user stories throughout the development cycle. You must have the initiative and leadership to drive the successful implementation of IT initiatives, that will ultimately contribute to the Division\'s overall performance and service excellence. You will have the opportunity to be involved in other aspects of technological and systems work within AGC, as directed by Head of LTiO. Specific tasks include the following: \xe2\x80\xa2 Develop a deep understanding of the business of the Division, the current work processes, the existing systems and their capabilities and constraints, and evaluate the current systems\' capabilities. \xe2\x80\xa2 Partner with the Division\'s business teams to elicit business needs through human-centric, visual methods such as service journeys and develop compelling business case to support their technology needs. \xe2\x80\xa2 Utilise Service Design methodology to evolve from the current operational state to future state designs that are tailored to the legal and operational context of the Division. \xe2\x80\xa2 Foster stakeholder engagement and consensus for new initiatives, ensuring clear communication and understanding of the legal implications of technological changes e.g. by conducting user surveys. \xe2\x80\xa2 Develop user stories, functional/technical specifications and acceptance criteria with a strong emphasis on legal accuracy and compliance. \xe2\x80\xa2 Source for suitable technology, processes, software and hardware by studying other industries and foreign drafting offices in other jurisdictions, evaluate and recommend suitable technology against the business needs of the Division, while aligning with Government technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems). \xe2\x80\xa2 Identify and adopt the appropriate development methodology (e.g. Agile) in an Outsourced, Co-Sourced or In-house development environment. \xe2\x80\xa2 Devise and establish Division policies and processes to support the implementation. \xe2\x80\xa2 Ensure system or product readiness for deployment, adoption, and ongoing operations within the legal framework. \xe2\x80\xa2 Analyse impact of requested changes and propose improvements to continuously address changing legal business needs, and work with support team to understand and address technical problems (Operations and Maintenance phase). \xe2\x80\xa2 Manage and monitor the installed systems to ensure their proper functioning. \xe2\x80\xa2 Liaise with vendors and other IT personnel for problem resolution.What we are looking for:Qualifications and experience: \xe2\x80\xa2 A bachelor\'s degree, preferably in any field of Engineering, Computer Science, Infocomm Technology with minimum 3 years of relevant experience. Candidates for the Team lead role would require at least 5 years of relevant experience. \xe2\x80\xa2 Prior working experience in business analysis, systems analysis, application solutioning design and testing. \xe2\x80\xa2 Prior experience in participating in full software or product development cycle, preferably using Agile Methodology. \xe2\x80\xa2 Strong business analysis skills and experience to gather requirements from stakeholders. Preferred Skills: \xe2\x80\xa2 Business Analysis certification, e.g. Certified Business Analysis Professional (CBAP). \xe2\x80\xa2 Past development or consulting experience. \xe2\x80\xa2 Project management experience. \xe2\x80\xa2 Knowledge or experience in implementing projects in at least one of the following areas (Document Management, Service Design, Agile Methodologies, Data Analytics and Cloud). \xe2\x80\xa2 Proficiency in managing off-the-shelf application installations and configurations, with an understanding of legal or legislative requirements. \xe2\x80\xa2 Understanding of Artificial Intelligence (AI), Machine Learning (ML), and Natural Language Processing (NLP) technologies and hands-on experience with AI and ML development tools and frameworks would be advantageous. Personal qualities: \xe2\x80\xa2 A mindset that combines analytical and methodical thinking with the ability to focus on small things while remembering the big picture is a must. \xe2\x80\xa2 Good problem-solving skills. \xe2\x80\xa2 Good communication skills whether listening to concerns of others or passing on technical information to others, and good interpersonal skills with the ability to pitch ideas and influence. \xe2\x80\xa2 Excellent people management skills including ability to build and maintain positive relationships with clients, vendors, management and staff. Possess conflict resolution skills. \xe2\x80\xa2 Good teamwork skills because most projects require inputs from individuals in different roles. \xe2\x80\xa2 Ability to write well e.g. write management papers and reports, system justification papers, procurement papers, user requirements specifications, review and update processes and procedures, SOPs, training manuals, user manuals, etc. \xe2\x80\xa2 Ability to conduct training for end users. \xe2\x80\xa2 Good organisational and management skills i.e. efficient and effective. \xe2\x80\xa2 Accuracy and attention to details. \xe2\x80\xa2 A driven, self-motivated and resilient personality with an inquisitive and organised mindset. \xe2\x80\xa2 Works well under pressure and with minimal supervision, so remaining calm is a definite plus point. \xe2\x80\xa2 Ability to learn, apply and adapt fast. \xe2\x80\xa2 Always keeping up with advanced and emerging technologies (e.g. Artificial Intelligence, Data Analytics, Cloud computing operations) and technological trends, particularly as they relate to the legal industry.
