What the role is:Disaster comes in many forms: fierce storms, severe heat waves, sudden and severe flooding, dangerous disease outbreaks, disruptions to our food supply or even a transportation accident that releases dangerous chemicals into the environment. Whatever the crisis, effective disaster management starts long before a disaster actually occurs. We welcome you to join our dynamic Operations and Readiness (O&R) Department of the Ministry of Sustainability and the Environment\'s Research, Futures and Planning Division (RFPD). The O&R team plays an instrumental role in preparing Singapore and Singaporeans for potential environmental, water or food crises by developing strategic disaster preparedness and response plans and coordinating swift well-coordinated emergency responses to mitigate damage if a disaster does strike. As part of a team that will grow with you in your public service career, you will be key in driving the MSE Family\'s disaster preparation and response effort to ensure the safety of Singaporeans from environmental, water and food crises. You will also be partnering and collaborating with Emergency Preparedness practitioners in other Ministries on a variety of cross-cutting emergency response plans and ops responses.What you will be working on:As a core team member of the Ops and Readiness Team, you will: \xe2\x80\xa2 Responsible for MSE Family\'s Crisis Management (CM) and Emergency Preparedness (EP) for environmental, water and food-related peacetime crises and national emergencies. \xe2\x80\xa2 Helm Crisis Management Group Environment (CMG Env) Secretariat role to lead MSE Family in the CM for ALL environmental, water and food-related peacetime crises. \xe2\x80\xa2 Conduct horizon scanning and threat assessments to identify and analyse risks that could arise in the environment, water and food domains, and help develop and implement mitigating strategies and plans \xe2\x80\xa2 Contribute to the strengthening of established workstreams and processes, including use of technology, to enhance operational efficiency. \xe2\x80\xa2 Develop new concept of operations and mission requirements to ensure operational relevancy to evolving threats. \xe2\x80\xa2 Assist in the development, conduct and participation of peacetime training and exercises to ensure operational readiness and resiliency of both the staff and system. \xe2\x80\xa2 Raise, train and sustain new capabilities for MSE Family to combat potential/future threats to environment, water and food. \xe2\x80\xa2 Advocate the purposefulness and importance of crisis and emergency preparedness in the domain of environment, food and water through constant stakeholders\' engagement and partnership, and regular media campaigns and public/community outreach programmes (i.e. Total Defence and National Day Parade).What we are looking for:We are looking for someone who has/ is: \xe2\x80\xa2 At least 5 years of relevant working experience with high energy and is a motivated team player \xe2\x80\xa2 Clear thought process, analytical, organised and comfortable operating with a high degree of autonomy \xe2\x80\xa2 Aware of external environment impacting on the organisation context and able to appreciate interconnections across different levels of the system \xe2\x80\xa2 Prior experience in risk research and analysis will be an advantage \xe2\x80\xa2 Excellent speaking and writing skills \xe2\x80\xa2 Excellent interpersonal and stakeholder engagement abilities \xe2\x80\xa2 Ability to function under pressure of time and resource constraints in a dynamic situationAbout Ministry of Sustainability and the Environment:The Ministry of Sustainability and the Environment (MSE) is committed to providing Singaporeans with a clean and sustainable environment, and safe and secure supplies of food and water.
