Job Description


What the role is:You will be a member of the dynamic Research, Futures and Planning Division (RFPD), which oversees the behavioural research, strategic planning, resource planning, organisational transformation, and emergency preparedness functions in the Ministry. As part of the Transformation Office, you will be working closely with a lean team to drive MSE Family\'s transformation journey. This is part of a Whole of Government effort to ensure a One Trusted Public Service, with Citizens at the Centre. Transformation is an emergent space to help organisations grow and thrive in today\'s complex and uncertain operating environment. You will be given broad guidance to conceptualise, plan, and implement a range of interventions to engender a purpose-led transformation in the Ministry through work, workforce, and workplace. The mid-term focus is on digitalisation and innovation, and people development.What you will be working on:You will be part of a lean team with the following key responsibilities: \xe2\x80\xa2 Visioning and Strategy Workshops: Deploy a range of organisation development techniques to design, plan, and facilitate a series of workshops involving senior leadership, middle management, nominated officers, and essential digitalisation partners to achieve internal stakeholder alignment for digitalisation in the Ministry. \xe2\x80\xa2 Design Sprints: Utilise design thinking and lean six sigma techniques to design, plan, and facilitate a series of design sprints to (a) work with divisions in reviewing work processes and co-creating digital solutions, and (b) a range of stakeholders in gathering requirements for next-generation enterprise systems. The resulting process innovations should help our officers work smart, work well, work better, and address organisational needs. \xe2\x80\xa2 Technical Partnerships: Conduct market scanning, and establish business partnering arrangements with technical partners from within the Ministry Family, across Public Service, and external providers that can translate our business requirements into (a) digital solutions that are deployable in the workplace, and (b) next-generation enterprise systems to facilitate organisational improvement through helping our officers work smart, work well, work better. \xe2\x80\xa2 Solutions Development and Project Management: Work with suitable technical partners to translate business requirements into (a) digital solutions that could be deployed in our workplace, and (b) next-generation enterprise systems that could help our officers work smart, work well, work better, and address organisational needs. On project management, it would entail project scoping, budgeting, procurement, risk management, regular progress check-ins and necessary technical discussions and UATs etc.. \xe2\x80\xa2 Competency Development: Research on different approaches that public and private sector organisations have taken to build digital competencies. It should lead to suitable intervention designs that contextualise digital competencies for various job functions for incorporating in the Ministry\'s Learning Roadmaps. This is to facilitate officers\' self-directed learning in digital competencies relevant to their job roles. \xe2\x80\xa2 Change Management: Leverage change management techniques to develop plans to support officers in embracing digitalisation solutions at divisional and organisational levels. It will also involve communications and engagement, focusing on profiling success stories from divisions through available platforms such as EDMs, SG-Teams, and Staff-Led Brown Bag Sessions. This is to enable a stronger digital culture in the Ministry. The team will also work with key partners such as HR, IT and Cybersecurity to co-create a supportive environment through service design (e.g., policies, governance, accessibility to IT infrastructure and tools, competencies building), with the goal of promoting process innovation and digitalisation. There will be opportunities to be involved in other transformation workstreams within the Ministry and across the MSE Family.What we are looking for:

  • At least 3 to 5 years of relevant working experience with knowledge in organisation development, and process review. Experience in IT project management and development, and digitalisation of work processes would be advantageous. \xe2\x80\xa2 Excellent interpersonal and stakeholder engagement skills to engage, understand, clarify, and document business requirements for (a) digital solutions that can be deployed in divisions, and (b) next-generation enterprise systems at the Ministry-level. \xe2\x80\xa2 Strong planning and organisational abilities to translate digital prototypes into actual solutions timely and within budget to help our officers work smart, work well, work better, and address organisational needs. \xe2\x80\xa2 Able to see, identify and think systems so that proposed interventions can facilitate an enabling environment which promotes process innovation and digitalisation. \xe2\x80\xa2 Good verbal and written communication and presentation skills. \xe2\x80\xa2 Good team player as well as an independent contributor that is agile, resilient, and collaborative.
