[What the role is]

Assistant Manager (Campus Development & Planning) in the Estates & Facilities Management Department

[What you will be working on]

  • Manage additions & alteration (A&A) and interior fit-out projects, of any scale, from conceptualization to physical construction in a timely and safe manner, of good quality and within the approved costs.
  • Lead project meetings with term contractors and consultants, monitor project teams\xe2\x80\x99 deliverables to ensure works complete within schedule and handle contractual disputes during project implementation.
  • Engage end users to ensure that requirements are well planned and documented before publishing tenders (i.e. major A&A works) or issuing purchase orders to term contractors (i.e. minor A&A).
  • For major A&A - review specifications for tenders and manage the evaluations and award recommendations to the successful tenderers.
For minor A&A - review quotations by term contractors against users\xe2\x80\x99 requirements and adherence to provisions under EFM\xe2\x80\x99s term contracts.
  • Liaise internally for inputs from other trade specialists within the department e.g. Air Conditioning & Mechanical Ventilation, Electrical, Fire Protection, Security and Audio Visual systems, etc.
  • Regularise variation works expeditiously, process progress claims and final accounts promptly and close purchase orders in a timely manner.
  • Manage testing and commissioning (T&C) and handing over of completed works to end users.
  • Ensure all post construction documentations such as asset list, operational & maintenance manual, as-built documents for all projects are submitted promptly.
  • Any other ad-hoc duties as assigned.
[What we are looking for]
  • Relevant background in Project Management, Building/Construction Management, Architecture or equivalent.
  • Demonstrated relevant project management experience in interior fit-out, major A&A and building construction projects.
  • Experience in leading multi-disciplinary consultancy team and term contractors, contract administration, resolving site and contractual issues.
  • Able to gather and comprehend multiple stakeholders\xe2\x80\x99 requirements and conceptualise outcome with team of external consultants and term contractors and present proposals to management for approval.
  • Self-motivated, attention to detail and resourceful with good interpersonal, communication and organisational skills.
  • Candidates familiar with Public Sector procurement procedures, Public Sector Conditions of Contract for Construction Works and term contracts for A&A works are required to fulfil the role competently. Candidates with knowledge in Building Information Modelling (BIM) will have an added advantage.
