Purpose and Scope
The Assistant Vice President - Contracts is responsible for leading the contract administration and commercial management functions across multiple projects in the built environment sector. This role ensures that all contractual obligations are met, risks are managed effectively, and commercial strategies are aligned with project and organizational goals. The Senior Manager provides expert guidance on contract matters, supports procurement activities, and drives cost control and value engineering initiatives.
Key Roles and Responsibilities
Manage the financial & contractual of all projects from pre-tender to post contract phases including quantities, variations, cost estimates, monthly claims, final accounts etc
Work closely with Project Manager in preparing monthly updated project costing
Responsible for managing a team of Contracts Engineers in the full spectrum of contracts service in conjunction with the project requirements
Develop suitable subcontract conditions for specific project requirements
Liaise & work with contracts department on any contractual/legal issues.
Prepare project budgeting and costing reports
Responsible in cost estimating, quantity take off, claims preparation, variations and final accounts.
Review of contracts, prepare tender & contract documentations, tender analyses & reporting, measurement etc
Review, evaluate and verify sub-contractors claims and materials on site
Standardize all agreements (e.g. subcontracts and joint ventures) with alignment to contract policy
Qualification, Skills and Experience
Diploma in Quantity Surveying
Degree in Construction Management or its equivalent.
Minimum 15 years of relevant experience in the construction industry
Well versed in various form of contracts such as PSSCOC and SIA form of contracts.
Strong in writing and negotiation skills
Only Singaporeans may be considered due to the sensitive job nature.
