What the role is:The Accountant-General\'s Department (AGD) plays an important role in making Singapore a better place through Finance. At AGD, we aim to be a future-ready leader in transforming Public Sector finance by putting finance at the heart of our decision-making. We do this through building a strong foundation in providing robust financial systems and processes that serve key stakeholders including our pensioners, vendors and the public sector. Our team of finance professionals work at AGD and are deployed to the public agencies to deliver a wide range of financial and internal audit services to the Public Service. Together we play a critical role in helping the Government achieve its fiscal and economic objectives through sound stewardship and governance. You will be part of the team that supports the Chief of Government Finance (The Accountant-General) in the implementation of the Finance Transformation strategy to professionalise the public sector finance workforce and function.What you will be working on:You will be part of team that drives Finance functional leadership development efforts in the Public Service by strengthening the professional development of Finance officers, setting the policies and practices on competency and functional requirements, and raising the performance of the Finance function across the Whole of Government. You will be involved in the following: \xe2\x80\xa2 Implement strategies including the development of dashboards like the Finance Scorecard to catalyse transformation and draw alignment across the Finance teams against WOG priorities; \xe2\x80\xa2 Implement a digital self-assessment tool for agencies to measure the maturity of their finance function against industry benchmarks and best practices, and work with agencies to formulate action plans to drive bottom-up transformation; \xe2\x80\xa2 Build workforce capabilities by proliferating the adoption of the Finance Competency Framework and the review of the learning and development roadmaps of finance officers, this also include targeted growth strategies for emerging capabilities of data analytics, digitalisation and sustainability reporting/assurance; \xe2\x80\xa2 Strengthen governance through the development of an Enterprise Risk Management Framework for the Finance function; \xe2\x80\xa2 Optimise the organisation of the WOG finance function by reviewing and re-organising finance team structures.What we are looking for:(a) Functional/Technical Competencies: \xe2\x80\xa2 Background in Accounting and Finance or related discipline \xe2\x80\xa2 Candidates with no experience are welcome to apply \xe2\x80\xa2 Candidates with 5 or more years of relevant prior work experience may be considered for more senior position (b) Generic Competencies: \xe2\x80\xa2 Ability to engage different stakeholder groups (e.g. senior management, finance leaders, finance middle managers) \xe2\x80\xa2 People oriented and able to foster relationships with stakeholders to obtain buy-in for new or changed policies \xe2\x80\xa2 Good communication, organisational, analytical and project management skills \xe2\x80\xa2 Self-motivated, proactive, meticulous, and able to multi-task \xe2\x80\xa2 Energetic, highly enthusiastic and demonstrate willingness to learn \xe2\x80\xa2 A good team player who is able to work in a fast paced and fluid environment \xe2\x80\xa2 Demonstrate ability to lead and guide small teams on projects You will be notified whether you have been shortlisted within 4 weeks from the closing date of this job posting.About Accountant-General\'s Department:The Accountant-General\'s Department (AGD) plays an important role in making Singapore a better place through Finance.
