To support policy development and planning for MOM\'s efforts to support the career health of Singaporeans. Career Health, which arose from the Forward SG exercise, seeks to improve labour productivity, by helping workers find better jobs, and helping employers find and retain talent. This requires a shift in the mindset and behavior of workers and employers, towards more proactive career planning and training. This is done through a set of Career Health Initiatives, centred around i) mounting a broad-based movement on Career Health through comms and engagement, and ii) developing a suite of career health tools and services powered by data and AI. This is a joint effort between MOM, SSG, WSG and GovTech, with the Career Health Programme Office maintaining central oversight and coordination over various initiatives across the agencies.What you will be working on:As Assistant Director/Senior Assistant Director of the Career Health Programme Office, you will lead a team of officers to: 1. Maintain and regularly review the overall strategy for Career Health, informed by: a. Feedback on evolving needs and challenges from policy, ops and tech b. Objective, evidence-based review on the effectiveness of our initiatives in achieving programme outcomes 2. Establish and implement frameworks to ensure that energy and resources are allocated optimally to achieve programme objectives a. Monitor the performance of CH initiatives with objective metrics on usage, desired behaviors and labour market outcomes b. Facilitate discussions to review and prioritise initiatives to be pursued at appropriate platforms 3. Align and coordinate efforts across multiple workstreams, functions and agencies, so that the initiatives can move in sync towards the Career Health objectives a. Build a common picture of success, support leaders in communicating the vision and strategy of Career Health with conviction and clarity b. Facilitate decision-making with a common framework on what type of decisions are made where c. Maintain central oversight on the progress of various initiatives, work with the respective initiative owners to resolve issues and escalate where necessary d. Maintain and communicate a single source of truth on the plans and decisions made for the various initiatives e. Put in place feedback loops along the reporting chain and across workstreams 4. Enable innovation, experimentation and continuous improvement in our digital solutions a. Work with GovTech to adapt industry best practices in product management to the government context b. Mount change management efforts to build the awareness, desire, knowledge, ability and reinforcement needed with digital product leaders, to align our product development processes more closely with industry standards 5. Oversee direct implementation of specific initiatives under the Career Health Programme Office\'s responsibility a. Work with govtech to build the analytics platform needed to enable data driven decision making at both the strategy and the product level b. Set up partnership to connect online job partners to our career health digital tools and services 6. Communicate successes, challenges, and recommendations to senior management and stakeholders. In this role, you will gain experience in: \xe2\x80\xa2 Digital product strategy and management \xe2\x80\xa2 Designing analytics to inform decision making \xe2\x80\xa2 Change management, system thinking, organisation design \xe2\x80\xa2 Leading a team \xe2\x80\xa2 Working with multiple stakeholders in both public and private sector \xe2\x80\xa2 Seeing strategies, plans and policies through to ops implementation on the groundWhat we are looking for:

  • Tertiary qualifications in any field \xe2\x80\xa2 Four years of work experience, with at least two years of experience in policy and planning. Working across multiple agencies and partnering with the private sector will have an added advantage \xe2\x80\xa2 Prior exposure in working with data and product teams \xe2\x80\xa2 Independent, self-directed, team player and able to reconcile different viewpoints.
