Regulation, Compliance and Anti-Financial Crime (AFC) protect the integrity and reputation of Deutsche Bank. They manage the Bank\xe2\x80\x99s risks and help to avoid unintentional rule breaches and conflicts of interest. At the same time, they also advise us on ethical conduct and governance issues and keep our organization up-to-date on regulatory and political challenges.
Our AFC team is responsible for protecting Deutsche Bank from financial and reputational losses incurred by financial crimes by assessing, controlling and mitigating risks. Risk types related to Anti-Financial Crime are consolidated in a comprehensive and effective risk management framework that covers Anti-Money-Laundering, Sanctions & Embargoes, Anti-Fraud, Bribery & Corruption and Investigations.
The AFC Regulatory Principles, Governance and Engagement (RPG&E) team\xe2\x80\x99s mandate is to ensure that relevant law, regulation and rules are identified, interpreted and understood by AFC, so that AFC may then ensure that these are understood across Deutsche Bank and that that bank has in place all necessary controls. This involves identifying relevant new law and regulation prior to implementation; and ensuring Deutsche Bank understands it and puts in place necessary policies and controls in respect of it.
The RPG&E team also leads AFC\xe2\x80\x99s involvement in litigation and other contentious matters, as well as complex legal issues involving the department.
As well as colleagues across AFC, the team works closely with Legal and Compliance colleagues. RPG&E\xe2\x80\x99s team mandate is global. Its agenda is set by both the Global Head of RPG&E and, for each region, the Regional Head of AFC. Members of the RPG&E team will deal both with projects and matters that are region-specific; and with global projects and matters, involving multiple locations.

Your key responsibilities:
Delivery of the Regulatory Adherence Framework on behalf of the APAC Region AFC, ensuring that new and updated legislative/regulatory requirements are identified and assessed, as well as communicated appropriately to key stakeholders in 1LOD and 2LOD.
Quality Assurance and approval of mappings between Law, Regulation and Guidance and the APAC AFC Policies / Procedures and Controls in the APAC Region Obligations Register.
Development and maintenance for and oversight of relevant AFC procedures and KODs.
Quality Assurance and governance of the APAC AFC Policy Suite to ensure alignment with the Global AFC Policy Framework, including approvals of country AFC Policies and Procedures.
Strategic development of the Regulatory Adherence Framework, AFC Obligations Register, AFC Policy Suite and Controls mappings, as relevant for the region.
Review of the annual Anti-Financial Crime Risk Type Assessment and determination of any necessary steps to remediate, improve, adjust, or amend any Controls identified therein as being deficient or otherwise in need of remediation, improvement, adjustment and/or amendment.
Review of monthly regional AFC Management Information and report for APAC Regional Head of AFC on key risks, emerging trends, and issues for escalation, with appropriate qualitative and quantitative analysis.
Management and delivery of projects and matters in close consultation with the APAC Regional Head of AFC, Global Head of AFC Framework and Deputy Head of AFC Framework.
Identification of SII and for ensuring the remediation of identified issues/obligations (e.g. audit issues, Self-Identified Issues).
Timely escalation of identified risks and issues to regional AFC, Global AFC Framework and relevant Senior Management as required.
Identification of training requirements for the wider regional AFC Function for in-scope AFC Framework owned processes and controls, including the delivery or facilitation of delivery of training.
Management and development of the APAC Region AFC Framework team and determine the work plan and resourcing capacity for APAC AFC Framework processes, controls and projects.
Your skills and experience:
You have completed university level education in the subject of Economics, Legal, Finance or Business.
You have held a similar senior position for a minimum 10 years as AML or Compliance Officer or in-house counsel with extensive experience in AML, compliance or a control related function within an international organization/bank in the Financial Services industry, with Subject Matter Expert (SME) knowledge in the Financial Crime area on relevant laws and regulations; Solid understanding of AML/AFC/Facilitation of Tax Evasion risks and typologies and can identify areas or instances of potential AML/AFC risks and to address them appropriately
Excellent at advising senior management with great skill, with a high level of executive presence, knowledge and stature to provide advice that will be respected and valued by business unit leaders, corporate leaders and other constituencies
Knowledge of relevant guidance of FATF
Excellent at setting clear objectives and driving for results, for example facilitating the creation of processes, and disciplines that embed behaviors in the organization that ensure compliance
Able to identify issues and solutions or opportunities, as well as to build efficacy in compliance or AML programs
Able to motivate employees, building teams and fostering relationships that engender a sense of shared objectives and accountability.
Able to build constructive partnerships with peers but also able to challenge when required
Able to develop and articulate strategy and long terms objectives for others in an engaging and collaborative manner
High proficiency in all Microsoft Office applications
Pro-actively promotes, fosters and supports the team and bank in creating a strong risk culture to fight against Financial Crime
Role is required to be performed on-site at One Raffles Quay office. Relevant vaccination requirements may apply.
