Purpose
To plan, lead and manage team of Project Engineers and Draughting team to implement capital projects and ensure compliance with local regulations, Project Management Framework (PMF), Global Engineering Standard (GES), Environmental, Health & Safety (EHS) and Good Manufacturing Practice (GMP) requirements.
Key Responsibilities
Managed a team of project engineers and designers, including external contractors, to ensure capital projects delivery
Plan, contribute to the development and control section annual operating budget to ensure achievement of operational targets of the section Provide specialist advice and contribute as a design team member in the design phase of mega-capital projects, as well as to lead and mange the implementation of routine on-going capital projects
Lead and facilitate the monthly Growth Meeting effectively to seek endorsement on project proposal by project manager
Work with business project manager to develop PIP and ensure timely approval of PIPs
Continuously review and upgrade the engineering process and control in line with site, regulatory requirements and Global Engineering Standards (GES), as well as provide specialist advice on more complex technical issues to departments for troubleshooting and continuous process / system improvements.
Develop and train staff in line with Technical Mastery Blueprint and empower staff with High Performance Behaviours and ERA scheme
Monitor and maintain inspection readiness of the section to ensure continued audit compliance with engineering and safety requirements by both staff and external contractors. Contribute to the refinement and development of new engineering, qualification and safety procedures where necessary.
Direct and control the maintenance of site equipment and facility to high GMP standard meeting the regulatory expectations such that the site is always inspection ready.
Direct and control the implementation of the GSK Production System (GPS) for Engineering Services department.
Direct and control the implementation and execution of the Product Contamination Cause and Elimination (PCCE) program for Jurong and Quality Road.
Lead the development of site Facilities Master Plan (FMP) in alignment with site objective and strategic.
Drive and promote effective delivery of capital project through Project Management Framework (PMF) and adoption of project management tools
Skills, Knowledge & Experience
Degree in Engineering or relevant disciplines
At least 10 to15 years\' engineering experience in the chemical/pharmaceutical industry
Good understanding of various industrial standards
Good understanding of plant and facilities maintenance
Knowledge of best practices in engineering
Good understanding of GMP, GEP and EHS requirements
Sound commercial knowledge (including contractual law)
Basic Project management skills
