Role Responsibilities

The CCIB Risk Initiatives team sits within the COO team for Corporate, Commercial & Institutional Banking business. Risk Initiatives (\xe2\x80\x9cRIs\xe2\x80\x9d) relate to programs cutting across CCIB businesses, working in an agile operating model with each segment and product area. RIs are CCIB-wide risk initiatives encompassing:
  • Complex/Large Scale Regulatory Change
  • Material Policy changes
  • Topical strategic risks (such as US/CN geopolitical risks).
The CCIB RI Team enables the business to proactively impact assess new RIs, coordinate the approach and interpretation across businesses and partners with the business teams to implement requirements in a consistent and coordinated manner. The role presents an exciting opportunity to work across a diverse range of risk areas, all aspects of the CCIB business and Second Line of Defence (\xe2\x80\x9c2LOD\xe2\x80\x9d) teams. The CCIB RI team is currently designing the pan-bank 1LOD baseline operating model for managing regulatory change as part of the cross-functional Managing Regulatory Change (\xe2\x80\x9dMRC\xe2\x80\x9d) 1LOD/2LOD collaboration.
As part of the Bank\xe2\x80\x99s Managing Regulatory Change (\xe2\x80\x9cMRC\xe2\x80\x9d) programme, the CCIB RI team have a programme of work to make improvements to how we handle regulatory commitments. Regulatory commitments are written or verbal undertakings made by SCB staff to a regulatory authority. These commitments are binding to the Bank similar to all banking regulations. To ensure commitments can be effectively delivered, we are creating an end-to-end process cutting across the First and Second Lines of Defence with the support from Group Regulatory Liaison (\xe2\x80\x9cGRL\xe2\x80\x9d). The role holder is expected to lead the end-to-end MRC Regulatory Commitments programme of work, from defining the scope with both 1LOD and 2 LOD, to creating and executing against a comprehensive roadmap of delivery across both group and country. They will also be expected to define the process flow, RACI and target operating model for regulatory commitments, and the lead the CCIB adoption of the operating model (including any CCIB specific customisation). Post the adoption of the overall MRC Target Operating Model implementation, the role will continue to support CCIB regulatory change initiatives. Business and Process Regulatory & Policy Impact Assessment
  • Work closely with 2LOD stakeholders across Principal Risk Types to lead CCIB regulatory interpretation and impact assessment of \xe2\x80\x9ccomplex, large-scale regulations\xe2\x80\x9d applying to CCIB.
  • Collaborate with CCIB business change teams to achieve common interpretation, understand business-specific impacts and identify any conflicting areas of interpretation.
  • Support the Head of CCIB Strategic Risk Initiatives in the design of pan-CCIB implementation and change management processes.
Target State Process Design
  • Based on the nature of the CCIB RI (regulatory change, policy implementation or other bespoke risk topics), design the proposed target state process and capability required.
  • For instance, design and development of CCIB-wide process guidance, risk assessment artefacts, controls requirements or other bespoke tools, training material content, training plans and communications content and strategy.
  • Consult and collaborate with relevant business and 2LOD teams on the target state approach and resolve any concerns/questions raised.
Business Implementation & Delivery
  • Work with CCIB business teams and 2LOD to support delivery across relevant business areas. For instance, deliver \xe2\x80\x9ctrain the trainer\xe2\x80\x9d awareness on CCIB-wide requirements.
  • Engage with Learning Councils on deployment of training and issue the communications strategy for the CCIB RI (group, region and country depending on the impact).
  • Provide post-go-live support to businesses to resolve any implementation issues/challenges

Our Ideal Candidate
  • Any Bachelor/ Master\xe2\x80\x99s Degree from a recognized University.
  • 10+ years of Experience in Banking and/or Financial services.
  • 10+ years of Experience in Senior Stakeholder and Programme Management
  • Excellent and Sound knowledge in Regulatory commitments and Regulatory projects
  • Experienced in both technology and business programme management
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • Display exemplary conduct and live by the Group\'s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct.
  • Ability to take initiative, identify opportunities and work with management oversight to drive the best outcome possible.
  • Should have wide knowledge in various business segments and product areas.
  • Knowledge/ Experience with payment system implementation is an advantage.
  • Hand-on experience working on JIRA.
  • Hands-on experience working in an Agile environment.
  • Hands-on individual contributor with an eye for detail and a proactive, self-managed working style.
  • Excellent written communication and presentation skills; able to effectively engage, influence and manage senior business stakeholders.
  • Experience of working in a collaborative, global team.
