Job Description

Will be responsible in monitoring the construction and completion of EPC Civil Works which would include management and guidance of any internal staff (engineers, liaison officers, safety officers, and other general project staff and functions as may be required). She/He will manage the coordination and performance of the contractual parties that are involved in the delivery of the Project within agreed quality, budgetary and timeline constraints.
Project Implementation
Establishes and agree budgets for the construction management section. Identify and manage project resource requirements, both internal and external, including engagement of necessary site management team.
Establishes key civil works deliverables, reporting mechanisms and timelines. Manage progress in accordance with specific milestones.
Manages an accurate and comprehensive quality assurance system.
Confers with supervisory personnel, Civil Contractor, design professionals to discuss and resolve matters such as work procedures, complaints, and construction issues.
Maintains Project Records - engineering, commercial, instructions, progress, QA/QC and other related reports.
Works closely with inspectors and participates in critical inspections during civil works construction to ensure compliance with plans, specification, contract provisions, building codes and regulations.
Manages the detailed design of the civil works and the tendering process through to the award of the Contract to Civil Contractor.
Monitors and follow-ups on requests for information, change order requests, submittals, shop drawings, time extensions and requests, and contractors' progress schedules.
Coordinates the civil works efforts to resolve differences on the interpretation of contract documents, plans and specifications.
Provides value engineering expertise during design & construction
Management of day to day engineering resources, ongoing project management and support of Operations in the delivery of the project
Ensures project activities are being carried out in accordance with engineering standards, procedures and processes established by Project Management Office (PMO) including Health, Safety, Environment and Social policies.
Manages & coordinates leasing of necessary land and easements for use as temporary facilities.
Manages the commissioning and internal handover of the project.
High quality reporting on progress and costs incurred on a monthly basis until completion of the project. Facilitate solution finding meetings & propose corrective measures on delays or cost overruns.
Manages the administration of all contracts related to the civil works to ensure each party's obligations are met. Manage all contractual issues including re-measurement, claims, variations, notices, disputes and other related issues.
Administrative
Conducts or assists in the pre-construction conferences; manages and directs field staff that may include inspectors, assistant resident engineers, construction materials testers, and administrative personnel.
Conducts regular meetings with the construction team, dealing with civil works Contractor(s) work progress, schedule reviews, construction coordination, processing of billings requests and construction needs as well as other construction objectives.
Conducts business in a professional and ethical manner and integrate well into the project team.
Responsible for proper administration of civil works contracts, and for obtaining all necessary permits and licenses.
Responsible for keeping in touch with the management and makes them aware of the status of the work finished.
Responsible for developing a good dialog and communication with the team member for the success of the project.
Conducts and participates in project reviews and audits.
Stimulates the identification of problem areas, root causes and develops a concise statement of problems and leads in developing creative solutions.
Leads the civil works construction team through the duration of construction, testing and commissioning of the project.
Assists in the implementation/interpretation of environmental health and safety programs.
Authorizes and approves all project personnel transactions, purchase requisitions, and change requests.
Evaluates and verifies employee performance through the review of completed work assignments and work techniques.
Must be a Licensed Civil Engineer
With background in power plant design and construction
With at least five (5) years of related work experience
With at least five (5) years of leadership work experience
