Job Description

What the role is:

You will be responsible for overseeing the maintenance and upgrading of commercial properties and ensure that the properties/facilities perform at optimal level to serve residents and the community with minimal dis-amenities. This includes managing a team of maintenance staff, ensuring compliance with safety regulations, and developing and implementing maintenance plans to ensure the smooth operation of all facilities. You will also be involved in the design and project management of new commercial/social communal facilities with other technical departments in HDB as well as other agencies e.g. MSF, PA, ECDA.

What you will be working on:

- Planning reviews of commercial elements in new estates to ensure they are built according to design briefs and give inputs on the design to address possible maintenance issues downstream. - Develop and implement maintenance plans for HDB commercial properties, including preventive maintenance schedules and emergency response plans. You will ensure compliance with safety regulations and maintain a safe working environment for all staff and visitors to the properties. - Monitor and report on physical conditions of the commercial properties and identify areas for improvement periodically. - Procurement of term contracts to ensure proper functioning of HDB properties including Mechanical and Electrical systems such as air conditioning, lifts and escalators, as well as other services such as building repair and sanitary works. As part of the procurement work scope, you will review the specifications and constantly update them to incorporate essential requirements such as automation, costs and energy efficiency and pandemic readiness. - Manage budgets for maintenance and repair activities, as well as ad-hoc and A&A projects. - Handle A&A/upgrading works which includes procurement, project management, contract management and careful evaluation of applications by the tenants for their renovation works and outdoor refreshment areas. You need to coordinate with external vendors and contractors for these works/projects. You will also manage tenants on the ground and through regular engagement and updates to the local grassroots to address the issues faced by residents/ public. - Manage a team of maintenance staff, including training and performance management. - Respond to emergency situations outside office hours when need arises, e.g. manage situations such as fire, lift breakdown, spalling concrete. This would entail quick engagement on the ground and activation of term contractors to carry out recovery works.

What we are looking for:

You should have a good background in Mechanical Electrical Engineering, Estate Management/Real Estate, Building, Project Management or the equivalent. Fresh graduates as well as experienced officers in building management are welcome to apply. You should have excellent communication and interpersonal skills, with the ability to build relationships with stakeholders at all levels. You should have strong analytical and problem-solving skills, with the ability to identify and address issues proactively. Experience in managing budgets and identifying cost-saving opportunities will be an added advantage.
