Overview:
URC is searching for an experienced Continuous Quality Improvement Specialist (cQI Specialist) for the USAID BARMMHealth project in Philippines. BARMMHealth is a five-year project to bolster the capacity of the Ministry of Health- Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) in facilitating local health solutions in family planning, adolescent and youth reproductive health, and maternal and child health, towards self-reliance and sustainability.
The project works on three objectives: Improve social norms and strengthened healthy behaviors among underserved adolescents, youth, women and men, fortify quality of family planning and maternal and child health service, and bolster key public health policies and systems needed to support behaviors and services for maternal and child health. The project supports improvement teams at the regional and provincial levels in establishing a culture of quality and client-centered care as envisioned in the Universal Health Care Act.
Responsibilities:
The cQI Specialist will lead continuous quality improvement initiatives on the BARMMHealth project.
Specific responsibilities include the following:
  • Assists in the review of the cQI plans of existing rural health unit and hospital improvement teams.
  • Facilitates in rolling-out cQI training and planning workshops of target facilities.
  • Organizes coaching workshops and follow-through meetings to build capacity and ensure functionality of facility cQI teams.
  • Provides support to project FPQI staff for continuous mentoring and supportive supervision of trained health care providers.
  • Leads data quality assessments and data quality checks in project provinces.
  • Ensures the implementation and testing of rural health unit and hospital QI initiative change packages.
  • Monitors and documents the implementation of QI initiatives.
  • Supports the Knowledge Management Specialist in documenting good practices and promising interventions and on collaborating, learning, adaptive management process among QI Teams and stakeholders of BARMM.
  • Supports the GA&Y Specialist in coordinating adolescent reproductive health activities in the context of CQI.

Knowledge, Skills and Abilities
Excellent communication skills, work ethic, ability to work under pressure, ability to work with people of different cultural backgrounds, and ability to develop and maintain relationships with internal and external colleagues, including geographically dispersed teams.
Qualifications:
Required Experience and Qualifications
  • Bachelor’s degree in medicine, nursing or allied health, social or development related studies;
  • Specialization in family planning, maternal and child health and/or public health preferred;
  • Minimum of 5 years’ experience supervising or coordinating quality improvement activities on health projects, family planning capacity-building and programming and/or health information and data management;
  • Familiarity with the complex health care environment, cultural context, social and gender norms in BARMM;
  • Extensive experience in facilitating improvement collaboratives, learning sessions, training, report and technical writing;
  • Excellent computer skills.
