JOB DESCRIPTIONBusiness Analyst (Data Engineering)The Business Analyst will be responsible for defining the business and functional requirements of the project. He/She will work with the business stakeholders (e.g. Ministry, cluster or research users) to understand in-depth the demands/needs of the stakeholders and translate the needs to functional requirements for implementation. He/She will also work with the delivery teams comprising project managers, change management specialists, business analysts and clinical subject matter experts to deliver the project.Providing support for data analytics usersa. Work with all relevant parties/stakeholders to advise users (who can come from clinical, research or private sector) on usage of MOH data analytics technologies and systems.b. Lead and support in the collation of business and clinical requirements from users to recommend the development/enhancement of appropriate data analytics solutions.c. Based on user's requirement, provide guidance and advice to users on the right datasets for their data analytics needs and use cases.d. Lead and support in review of use cases and data requests to ensure alignment with governance and approval processes.Leading and planning to enhance data analyticse. Lead and support in data analytics/data sharing related problem analysis, opportunities identification, improvement measures definition and proposal recommendation to supervisor, workgroup and management.f. Lead and support curating and maintaining data catalogue to facilitate users' analytics work.g. Participate in workgroup and committees to lead, drive and support data analytics initiativesJob Requirementsa. Candidate must possess at least a Bachelor's Degree in Computer Science/Information Technology or health & biological sciences or equivalent.b. At least 6 years of working experience in the information and software industry or experience in the R&D and/or Healthcare sectorc. Strong analytical, problem solving and project management skills.d. Resourceful, proactive, flexible and has an excellent working attitude.e. Good oral and written communication skills with ability to communicate ideas succinctly.f. Able to interact and work well with people at all levels.g. Experience with health and biological science research/clinical informatics/pharmacy informatics will be preferred.h. Knowledge of business and IT in healthcare industry is an added advantage.
