Job Description

[What the role is]
The Urban Redevelopment Authority (URA) is Singapore\xe2\x80\x99s planning authority. Our mission is to make Singapore a great city to live, work and play. We plan and facilitate the physical development of Singapore, in partnership with agencies and the community, to create a vibrant, sustainable and cosmopolitan city of distinction.

URA has undergone a digitalisation journey to harness geospatial and data analytics for more data-informed planning. URA was recognized as a leading organization in Digital Transformation with the awarded Asia Pacific 2017 regional DX Leader for Information Visionary and Talent Acceleration by IDC and 2019 Business Transformation Award by PSD. URA has since embarked on a Digitalization 2.0 effort to deepen our capabilities, from planning analytics to the use of artificial intelligence (AI) to support our planning processes.

URA has recently been designated as the Urban Planning & Design Technology Centre of Excellence (URBEX), where we aim to build up strategic and critical science, technology and engineering capabilities in an efficient and sustainable manner. We will play the role to digitalise and cohere the Whole-of-Government urban planning & design ecosystem in its use of data, tools and models. We also aim to drive innovation, encourage experimentation and sharing of lessons learnt and further strengthen synergies across agencies, and streamline processes.

Be part of the URA Design & Planning Lab (DPLab), which spearheads development and experimentation of smart planning technologies through ops-tech inter-disciplinary collaborations. As part of URBEX, our teams with capabilities in software development, geospatial analytics, urban design modelling & simulation, data science, data governance and management, work closely with planners, architects, policy makers across various agencies, as well as external partners, to generate insights and develop tools and solutions to tackle Singapore\'s urban planning challenges. [What you will be working on] URA is building up new ways of organizing our planning data to transform the way we work. Planning data at different urban scales will be assembled, verified and transformed to support a new generation of functions and applications, which will significantly improve the way we plan to make Singapore a great city to live, work and play. This also supports the Smart Nation Government Data Architecture (GDA) effort to improve core data to support digitalization of services. The role involves performing data verification and quality checks, as well as interpreting and evaluating planning and development records. You will be required to extract and evaluate information from building floor plans in digital formats, before updating cohesive information from these sources into relevant data repositories, both in tabular (table) form as well as a spatial data model using GIS software (ArcGIS). Beyond data assembly work, you will need to display good cognitive skills to interpret and organise data in a logical manner and be creative in thinking about solutions to integrate coherent data quickly and efficiently. [What we are looking for] Requirements:

  • Degree in Architecture, Urban Planning, Engineering, Computer Science (with Built Environment specialisation), or related disciplines
  • Ability to work meticulously with data and numbers, adhering to standard operating processes to ensure integrity of data
  • Ability to read, navigate and interpret building and floor plans in different formats(e.g. BIM, IFC, PDF, and CAD), using essential software such as Autodesk REVIT, ArchiCAD, Bentley, etc.
  • Familiarity with geospatial information systems (GIS), and the relevant software including ArcGIS Pro and data formats (gdb, multipatch, etc.)
  • Ability to work well in a team and collaborative environment.
Preferences:
  • Experienced in professional urban planning and architectural work
  • Basic skills in data engineering (e.g. ETL, Jupyter Notebook) and coding (e.g. Python)
