Job Description






This role focuses to:

  • Oversee the development of new strategies, care models including programme review plans to better meet the emerging needs and new trends for community care, specifically in mental health (mood and psychiatric disorders), dementia and youth population.
  • Oversee the mental health and dementia capability building strategy, through the development and implementation of mental health and dementia competency frameworks and the development of training roadmaps and access to training for community care service providers.
  • Work with MOH to develop the mental health capacity plan for the community sector and to review the assumptions based on the demand and supply projections.
Key Accountabilities

Oversee the development, implementation and review of new strategies and care models for dementia.
  • Oversee the Dementia clinical team in needs assessments, evidence review and engagement with external stakeholders (e.g. BCA, URA, HDB, Town Councils, CLC), funders (e.g. MOH, TFC, TB) to develop, collaborate and pilot on new strategies and models to meet emerging trends, service gaps, and project needs.
  • Oversee the new development of service and care models for people with dementia, caregiver support programmes, assessment and facilities design and programming.
  • Provide strategic direction and guidance to the clinical content expertise team on presenting evidence-based recommendations in representations to Ministries and agencies for policy review and service planning.
Oversee the development & implementation of new strategies and care models for mental health.
  • Oversee the Mental Health clinical team in needs assessments, evidence review and engagement with external stakeholders (e.g. MOHT, NCSS, MSF), funders (e.g. MOH, TFC, TB) to develop, collaborate and pilot on new strategies and models to meet emerging trends, service gaps, and project needs.
  • Oversee the new development of service and care models for people with mental health needs, caregiver support programmes, assessment and service redesign and programming.
  • Provide strategic direction and guidance to the clinical content expertise team on presenting evidence-based recommendations in representations to Ministries and agencies for policy review and service planning.
Oversee the development & implementation of new strategies and care models for youth.
  • Lead the team to engage, influence and work with other ministry and stakeholders from the education, social and health sector to develop overall strategic thrusts and approach in the development of mental health ecosystem and care model for youth.
  • Oversee the youth mental health team in needs assessments, evidence review and engagement with external stakeholders (e.g. IHLs, MOE, MSF, NCSS, NYC, SportsSg), funders (e.g. MOH, TFC, TB) to develop, collaborate and pilot on new outreach/technology strategies and care models to meet emerging trends, service gaps, and project needs.
  • Oversee the new development of youth centric outreach and intervention service and care models for youths with mental health needs, service redesign and programming.
  • Provide strategic direction and guidance to the youth team on presenting evidence-based recommendations in representations to Ministries and agencies for policy review and service planning for the youth population.
Oversee the mental health and dementia capability building strategy.
  • Provide strategic direction and guidance to clinical team to collaborate with key stakeholders to develop mental health and dementia competency frameworks, and assessment framework for quality assurance.
  • Oversee the engagement and partnership with overseas and local subject matter experts to plan and develop specialised training and workshops for emerging and specific needs (i.e hoarding).
  • Oversee the development and implement useful resources for the CMH sector and key stakeholders on guidelines, toolkits, therapy platforms to build mental health and dementia capability and service provision.
  • Lead the team to work with MOH for the implementation of the tiered care model in alignment with the required competency in partnership with other ministry, stakeholders from the health sector.
Work with MOH to develop the mental health capacity plan for the community sector.
  • Lead the team to work with HOD and MOH to develop the longer term mental health capacity plan for the community sector based on agreed demand and supply projection framework/assumptions.
  • Work with MOH and AIC internal divisions on the demand and supply of the projections for community mental health sector which include psychiatric nursing home and integrated day centre.
Job Requirements
  • Bachelor\xe2\x80\x99s or Master\xe2\x80\x99s Degree in healthcare related discipline, with preference for mental health qualification with at least 10 years\xe2\x80\x99 management experience in healthcare or community care sectors.
  • Prior experience in mental health would be an advantage.
  • Experience in programme implementation and evaluation is desirable.
  • Possess a high level of adaptability and learning agility in a dynamic environment.
  • Experienced in coaching and working with diverse groups of people in an organization.
  • Innovative, able to conceptualise and develop strategies and design programmes.
  • Possess strong organisational skills in strategic planning, communication, time management, analytics and problem-solving.
