Job Description


The Central Project Management Office (CPMO) is a newly created office at Innovation & Enterprise (I&E) Group at A*STAR. The objectives of CPMO include:

i) Setting up a PMO in each A*STAR Research Institutions (RI),

ii) Phased implementing of the PM framework across all RIs,

iii) Onboarding of the A*STAR Project Management System for all RIs,

iv) Creating a career track to professionalize and recognize the value-add of PMs

v) Supporting the PM competency training and development.

The role of the Deputy Director/ Head includes, but is not limited to, the following:

Project / Programme Execution

  • Drive/Co-drive strategic directions & illustrate big-picture perspective with management across various internal business units of RI.
  • Lead and manage the full life cycle of project / programme by planning, organizing, executing from conception to completion.
  • Lead project scoping with internal and external stakeholders to establish communication plans, build project / programme schedules and establish clear project / programme deliverables and milestones.
  • Facilitate good communication between the cross-functional team members; fosters teamwork, motivates personnel and aim towards continual improvement.
  • Ensure successful delivery of project / programme scope and targets while managing project / programme risk, quality, technical delivery, scope, schedule, and budget utilization.
  • Lead and drive quality, procurement, finance, legal challenges, and any other challenges critical to project delivery.
  • Demonstrate a good level of understanding of bio-medical / engineering processes and lead teams throughout the project development cycle.
  • Lead, monitor and report the progress of the multiple projects /programme to all internal and external stakeholders.
  • Manage and implement project / programme changes and interventions to achieve project deliverables and mitigate risk.
  • Provide early warning and escalation of key issues and seek interventions to steer project back on track.

Administration

  • Ensure project documentation (e.g. project agreement, reports, etc.) is relevant, accurate, complete and audit ready.
  • Expert in using the project / programme tools and guiding RI through the processes.
Leadership

  • Plan and advocate plans for reportees.
  • Monitor progress of reportees and intervene/render assistance where required.
Requirements

  • Good tertiary degree.
  • Minimum 7 years experience in leading project management functions.
  • Strong analytical, problem-solving and systems thinking abilities required.
  • Strong negotiation and relationship management skills required.
  • Experience in managing teams and various stakeholders is required.
  • Experience in Project Management Systems.
  • PMP/ PgMP certification.
  • Six Sigma Black or Master Black Belt certifications or IPMA Level A certifications are a plus.
