Key Responsibilities

Strategy & Governance

Translate regional strategy into local roadmaps for

standard connectivity (IPLC/IEPL, IP Transit, MPLS/IP-VPN, SD-WAN)

and related services; set quarterly targets and review KPIs. Chair joint governance across Sales, Product & Solution, and Network to balance

win probability, margin, and delivery feasibility

. Ensure compliance with

MOM/Employment Act (KETs, payslips), PDPA (HR & ops data), WSH

, and

CPF/IRAS

requirements.

Product & Solution (Pre-sales) Leadership

Own

pre-sales operating model

: solution standards, SoW/BoM templates, bid timelines, and risk/assumption registers. Supervise solution design for cross-border and enterprise connectivity; align pricing and partner quotes; improve

bid quality, cycle time, and win rates

. Run

deal review

and approval gates; ensure clean handover packages to delivery (scope, milestones, acceptance).

Network Delivery & Operations Leadership

Own

post-sales delivery

(project planning, PR/PO control, vendor/carrier coordination, acceptance & handover to operations). Oversee

NOC/operations

for SLA/availability, incident/problem/change management, capacity planning, and service quality reporting. Drive cost and performance: leased resources accuracy, utilization, monthly settlements, and vendor SOW/commercial governance.

Requirements

Education:

Bachelor's degree or above (Engineering/Telecom/Network/Business or related).

Experience:

10+ years in telecom/ICT with

5+ years

leading

pre-sales/solutions

and/or

network delivery/operations

teams; proven P&L or KPI ownership.

Domain:

Strong grasp of

IP/MPLS, BGP/OSPF, routing & switching

, and

optical transmission (OTN/DWDM/SDH)

; familiarity with

SD-WAN, data center, managed services

.

Execution:

Track record improving

win rate, gross margin, on-time acceptance, SLA

, and

AR/DSO or cost

metrics.

Governance:

Comfortable with commercial reviews, vendor/contract management, and local regulatory compliance (MOM, PDPA, WSH, CPF/IRAS).

Communication:

Executive-level stakeholder management and clear, data-driven reporting.

Language (business-necessary only):

English and Mandarin

if the role routinely liaises with China-based product/engineering and reviews Mandarin technical/contract materials. *

Eligibility:

Legally eligible to work in Singapore; willing to travel within ASEAN as needed.
