Job Description


Meranti Power Pte Ltd, a fully owned subsidiary of Energy Market Authority, is establishing a multi-discipline project team and corporate team to facilitate and ensure timely implementation of power generating station projects and thereafter, operation and maintenance of the power generating station. We are inviting applicants for the position of Senior Manager, Procurement who shall report to the Head (Finance).

The Deputy Head / Senior Manager, Procurement will be overall responsible for all procurement activities in the project and to ensure that the procurement work is performed to contract requirements and adhered to applicable statutory requirements, laws, rules and regulations. The Senior Manager Procurement will partner with stakeholders to ensure that procurement activities are timely, efficient, and optimum for the successful completion of power plant.


Responsibilities

  • Participate in procurement tender work, ensuring that all procurement obligations are fulfilled
  • Perform procurement activities according to the project start-up plan
  • Establishment of project procurement strategy
  • Establish and verify Procurement Milestone Plan (PMP), including budget cost
  • Consolidate and establish bidders list
  • Establish procurement package responsibility matrix
  • Work with other departments to ensure that contractual obligations are covered and request project specific amendments/ guidelines if required
  • Establish documentation and templates for procurement activities
  • Ensure all procurement documentation is in compliance with policies and procedures
  • Ensure that the procurement workflow in ERP system is operating as intended. As required, recommend and implement improvement changes and automation.
  • Establish procurement working and reporting routines
  • Able to introduce and implement procurement best practices.
  • Support project management team in their procurement activities
  • Monitor and report progress of procurement activities
  • Participate in specific task force when required
  • Ensure quality assurance of relevant activities in the procurement process
  • Identify and manage risks and their mitigating activities
  • Constantly review of existing planning, purchasing and materials management processes and procedures and suggest improvement measures
  • Carry out sourcing for prospective vendors through open ITT and ITQ
  • Achieve cost savings targets


Requirements

  • Minimum 5 to 8 years\xe2\x80\x99 of project procurement experience preferably in power plant sector
  • Must have full understanding of the procurement and project execution processes. Prior experience working with public sector will be an added advantage
  • Must have experience in running bigger projects in power plant or Oil & Gas industry preferred
  • Possess strong working knowledge on procuring technical equipment/ bulk materials
  • Must be a self-starter, independent and self-motivated
  • Must have effective written and verbal communication skills to write project reports and update/present procurement related items
  • Must have effective negotiation skills, problem-solving, leadership and people skills
  • Effective analytical skills and meticulous in his/her work
  • Willing to work in construction site office during construction stage and Jurong Island by mid 2023
