[What the role is]

[What you will be working on] MAS\xe2\x80\x99 IT Department is looking for an experienced individual with a strong programme management office (PMO) background to join our Singapore Central Real-time Integrated Payments and Securities (SCRIPS) settlement system Programme. The SCRIPS Programme is large-scale multi-year transformation initiative to modernise the MEPS+ system. You will be part of the Industry Change Management team responsible to manage and track the change management to the industry for the SCRIPS PMO team. The Industry Change Management Lead is responsible to ensure quality delivery through planning, communication, coordination, reporting and closure activities for all change management activities involving the industry\xe2\x80\x99s migration to the new SCRIPS system. He or She will drive project management governance and manage processes, track programme financials, drive changes to legal documentation, and drive change control governance and process. Key Responsibilities:

  • Manage the roll-out of SCRIPS to the industry and meet the needs of the users of the system;
  • Identify key changes impacting the industry. Formulate and execute industry communication strategy to ease transition;
  • Formulate and review operational and risk management policies for SCRIPS such as access criteria, pricing, contingency plans, participation rules and security measures;
  • Work with stakeholders to identify changes to legal documentation required to support processes in the new system and track the update process to closure;
  • Ensure that SCRIPS service and performance standards to SCRIPS participating financial institutions and other market infrastructures are sufficiently robust. This includes putting in place regular assessment, monitoring and management of risks posed to SCRIPS, robust incident management, conduct of contingency exercises and benchmarking against international and local standards and regulations relating to operational and cyber resiliency of financial market / critical information infrastructures;
  • Execute industry transition plan to ready and support industry to migrate to the new system
  • Propose management of SCRIPS service administration, such as complex queries, feedback and other administrative requests from SCRIPS participating financial institutions and internal MEPS+ users, onboarding of new participants to SCRIPS; and maintenance of business data and parameters in the system;
  • Engage stakeholders to shortlist features for inclusion into system roadmap.
You will be working in a fast-paced environment that would require the ability to manage multiple priorities and needs of stakeholders, as well as the agility to respond to changes and developments. [What we are looking for]
  • Degree with experience in the operation of payment systems such as MEPS+, FAST, cheque clearing, Interbank GIRO and NETS, and IT project management
  • Experience in middle/back\xe2\x80\x90office operations, operational/cyber risk management and/or IT project management
  • Strong writing and effective interpersonal and communication skills
  • Strong analytical/troubleshooting, planning and organizational skills
  • Knowledge or experience in using payment or fixed income systems (including the aforementioned) and S.W.I.F.T messaging platform will be an advantage
  • Strong track record in project and vendor management
  • Proven experience in managing operations, handling of issues, and systems monitoring.
  • Good interpersonal communication skills to coordinate project activities
  • Ability to work with details and time-sensitive issues
  • Able to work independently as well as in a team
