POSITION SUMMARY
Play an influential role as a key member of the Tuas I Site Leadership Team (SLT) in driving a proactive Environment, Health and Safety (EHS) culture enabling Pfizer\xe2\x80\x99s Purpose, Breakthroughs that change patients\xe2\x80\x99 lives. The role affords an unparallel opportunity for the candidate to shape the long-term site EHS strategy at a key manufacturing site working closely with colleagues and leaders, to grow programs that deliver proactive improvement.
The EHS lead is responsible for establishing the strategic direction for the Tuas site EHS programs in partnership with internal and external stakeholders to:
\xef\x82\xb7 Build a strong EHS team and grow and develop the team.
\xef\x82\xb7 Ensure site programs are in full compliance with EHS regulations, company policies and global EHS standards. Regularly review and update the site EHS programs.
\xef\x82\xb7 Evaluate timely and review periodically, the site operation EHS profile, to ensure application of effective controls.
\xef\x82\xb7 Establish and maintain EHS training programs.
\xef\x82\xb7 Establish mechanisms to ensure proactive EHS assessment of the impact of change.
\xef\x82\xb7 Oversee EHS operational duties including regulatory, permits/licenses and reporting.
\xef\x82\xb7 Set and deliver on EHS metrics and commitments, both internal and external.
\xef\x82\xb7 Work in close partnership with all operations to proactively plan and execute EHS duties, requirements, risk mitigations, etc.
\xef\x82\xb7 Oversee EHS input into capital projects throughout the lifecycle, to ensure alignment with EHS strategic plans.
\xef\x82\xb7 Engage as an active member of Tuas Site Leadership Team, partnering with peers to grow a proactive EHS culture aligned with Pfizer\xe2\x80\x99s values of Excellence, Courage, Equity and Joy; and actively participate in the Diversity and Inclusion priorities for the site.
\xef\x82\xb7 Administer an effective site security program.
\xef\x82\xb7 Deliver on Tuas EHS budgets.
\xef\x82\xb7 Some adhoc support of Tuas II site is also expected.

POSITION RESPONSIBILITIES
\xef\x82\xb7 Set strategic direction for EHS at the site and build a culture of EHS excellence that supports continued supply of medicines for our patients.
\xef\x82\xb7 Function as a member of the Site Leadership Team, providing strategic direction and leadership for the site.
\xef\x82\xb7 Lead, direct and develop an EHS team in Singapore.
\xef\x82\xb7 Lead the EHS program at the site to:

  • minimize impact of operations on the environment,
  • assure the health and safety, of company employees, contractors and visitors,
  • And assure effective incident response, including Emergency Preparedness & Response and Investigation

\xef\x82\xb7 Ensure mechanisms are established to identify and manage EHS regulatory requirements that apply to site operations including preparation of impact assessments, permit applications, registrations and certifications; preparation and review of routine and special reports; and oversight of routine inspections. Act as the primarypoint of EHS contact for external and regulatory bodies.
\xef\x82\xb7 Ensure implementation and maintenance of EHS management systems that meet contemporary external and Pfizer internal EHS standards and enhance and continuously improve the EHS program at the site. Establish and maintain self-assessment systems that periodically evaluate the effectiveness of the site EHS management system.
\xef\x82\xb7 Partner with the SLT in establishing short and long-term EHS objectives for the site, to ensure safety and minimization of environment footprint. Establish site EHS metrics, drive action plans and regularly publish status update.
\xef\x82\xb7 Collaboratively equip the SLT in establishing and maintaining an effective operating environment that facilitates EHS cultural growth with a goal to eliminate incidents and injuries.
\xef\x82\xb7 Integrate EHS risk assessment within business operations thereby assuring all initiatives at the site are conducted in a safe manner and in full compliance with OSHA, EPA and all other applicable regulating bodies.
\xef\x82\xb7 Manage, execute and accountable for the site EHS budget.
\xef\x82\xb7 Ensure all EHS functions, including Process Safety Management (PSM), Business Continuity Management (BCM), security management, loss prevention systems and environmental compliance are adequately resourced and managed to maintain compliance with all applicable company policies and government regulations and to meet contemporary standards.
\xef\x82\xb7 Ensure delivery of in-sourced and out-sourced EHS services at the site, including selection and management of properly licensed, hazardous, biological and radioactive waste disposal firms.
\xef\x82\xb7 Partner with Engineering to develop and drive environmental sustainability plans for the site with drive to achieve Net Zero.
\xef\x82\xb7 Ensure effective processes are established to ensure EHS review of capital projects, such that risk reduction controls are included within the design and project execution.
\xef\x82\xb7 Develop relationship with above-site stakeholders including Global Security, Global EHS, Business Continuity Management, Global Occupational, Health & Wellness and EHS professionals within the Pfizer Community of Practice (COP), to ensure program alignment and leverage network resources.
\xef\x82\xb7 Lead Crisis Management Team when event arises.
\xef\x82\xb7 Perform other duties inherent to the position including overseeing site security resources and programs.

ORGANIZATIONAL RELATIONSHIPS
\xef\x82\xb7 Develop and implement communication channels and protocols to interact with local regulatory and government agencies (e.g. NEA, PSB, SCDF, PUB, etc.) to support onsite business activities inclusive a situation of emergency.
\xef\x82\xb7 Develop and implement communication strategies to interact with Global EHS function, other business units within the corporation.
\xef\x82\xb7 Interact with EHS leaders from other Pfizer sites to assess best practice and involve in relevant global teams, if needed.
\xef\x82\xb7 Work closely with Production, Engineering Services, Quality Operation and other site functional Team Leaders to implement consistent EHS and Security and BCM policies and approaches.

RESOURCES MANAGED
Financial Accountability
\xef\x82\xb7 Manage and control all operating expenses as per approved budget plan.

Supervision

\xef\x82\xb7 <20 direct and indirect reports (Manager, Engineers, Nurse & Supervisor)
\xef\x82\xb7 >400 (site colleagues) matrix with respect to EHS culture.

EDUCATION
\xef\x82\xb7 Degree of Science in EHS related field, Engineering or a similar technical discipline or the equivalent.

EXPERIENCE
\xef\x82\xb7 At least 10 years experience in EHS or related fields, or equivalent combination of work experience and education; at least five years of demonstrated success leading and developing EHS professionals in the manufacturing or service environment; related experience in at least two different locations (or industrial sectors) is preferred.
\xef\x82\xb7 Good track records of working relationships with relevant regulatory agencies and statutory boards.
\xef\x82\xb7 Good track records of EHS involvement of project management in the area of construction & engineering installation, wastewater treatment plant design/implementation, and/or development of EHS programs to ensure compliance with applicable local regulatory laws and/or regulations.
\xef\x82\xb7 Demonstrated commitment to Pfizer values.

Other Job Related Requirements:

o Demonstrated project management skills in the area of construction site safety, wastewater treatment plant design/implementation, EHS internal or external reviews, or development of programs to ensure compliance with local regulatory policies.
o Successful track record of high levels of customer service and continuous improvement efforts.
o Thorough knowledge and understanding of Process Hazard Analysis (HAZOP studies), Fault Tree Analysis or other safety/risk assessment techniques.
o Excellent verbal, written, and interpersonal communication skills.
o Good working relationships with relevant regulatory agencies and statutory boards.
