Job Description


Job Purpose:

As the Director, Strategic Partnerships & Government Affairs, you will advise the Leadership Team on strategy to better partner with key industry partners, including health insurers and government affairs while building and implementing the strategic partnerships with health insurers and strategic government affairs agenda.

This role will require agility and critical analytic skills with significant understanding of private insurance market, public policy and health funding and data repositories to measure health outcomes / budget impact. Ability to align business opportunities internally and externally, experience working in a matrix organisation and exemplary communication skills are fundamental.

A key success factor is to foster diverse relationships (both public and private) that focuses on enhancing patient access to medicines and vaccines, driving GSK business objectives, performance and culture.

Key Responsibilities

Full accountability in building external partnership while managing cross-functional stakeholders internally. The implementation of the strategic partnership with insurers, and strategic government affairs will require strong change management skills, business acumen, an open mindset to learning and collaboration and enterprise wide strategic thinking.

Strategic partnership

  • Insurance partership strategy plan and end to end execution. Work with internal teams to develop the insurance partnership engagement plan and drive strategy
  • Lead change and new ways of working through detailed design and implementation of enterprise partnership model
  • Lead development of partner selection criteria and value levers that align to partner & patient needs and GSK values
  • Lead executive level discussions and on-going governance with potential partners. This includes leading co-creation of operational plans to support objectives of both parties
  • Orchestrate internal cross functional team including Medical, Legal, Regulatory, Business Insights & Analytics, Brand team and Finance
  • Accountable for achieving business revenue, goal and KPIs
  • Ensure that annual strategic plan across priority brand portfolios enables strategic opportunities to bring value to partners while supporting achievement of brand revenue
  • Achieve a deep understanding of the complexities, pressures and opportunities associated with the decision making matrix within each account (private insurers / government departments, representative organisations). Based on that deep understanding articulate predicted payer/provider and payer/provider influencer decision drivers and unmet needs to the brand teams in order to ensure account situation analysis is holistic.
  • Highlight the cross-functional impacts of anticipated changes in the payer/provider environment to the GSK Leadership Team and brand teams in order to further enrich the brand teams anticipation of the future.
  • Build trusted and strategic relationships with payers/providers in order to anticipate access barriers and better meet agendas, plans and objectives of respective partner.
  • Identify opportunities and collaborate cross-functionally to engage in \xe2\x80\x9cwin : win\xe2\x80\x9d partnerships with key partners in order to positively influence patient access to GSK medicines and Vaccines.
  • Develop strategy and concise engagement plans specific to accounts with clear objectives and activities in order to optimize usage, funding and access of GSK products considering long-term goals of the entire product portfolio.
  • Regularly track the execution and impact of activities and performance of key accounts in order to constantly improve impact on bottom line.
  • Optimize resource utilization by leading, developing and coaching cross-functional staff performance including setting targets, managing engagement plans and key performance indicators in order to continuously improve GSK performance.
  • Determine resource allocation inclusive of roles, headcount, hiring, and budget if required
  • Contribute to broader enterprise-level leadership
  • Ensure reputation, ethics & compliance in the conduct of the overall roles, including adherence to all appropriate rules and regulations. Visibly lead GSK values and expectations.
Government Affairs
  • Leading a strategic, pro-active government/public affairs agenda to shape key external issues and improve the access environment in a positive way
  • Identify key influencers in market, build and maintain broad, deep and trust network and partnership with different parties: government, media, political parties, societies, representative organisations, NGOs, IGOs & trade associations, etc.
  • Continuously track and interpret economic, political, societal and market trends, reflect to company on timely basis, and feed this into the evolving commercial strategies
  • Monitor all public policies, public and private health needs from market, to enhance GSK Commercial, R&D and supply chain strategies
  • Ensure regular updates on Governament Affairs and Strategy skills in terms of medical, technical and special In-Field knowledge areas.
  • Coordinate with internal colleagues (Market Access and LOC Strategy Planning) and external stakeholder, proactively engage in the health policy debate
  • Good understanding of regulatory, pricing and access policies to identify commercial opportunities
  • Strong knowledge of relevant GSK policy: articulate the potential impact of noncompliance, using examples that drive behavioural change & deliver required business outcomes
  • Lead, guide and inspire people and role model & drive GSK culture.
Why you?

  • Bachelor Degree in Health Economic / Health Policy / Public & Government Affairs / Science / Business / Finance
  • Minimum of 15 years progressive experience in health insurance industry including policy shaping and government affairs in relevant industry.
  • Strong strategy, innovation and analytical skills
  • Experience in profit and loss management.
  • Comfortable with senior leadership (C-Suite and above) engagement.
  • Demonstrate excellent leadership skill with ability to work effectively in a matrix and unstructured environment; to manage project teams with or without direct report authority.
  • Excellent oral and written communication and negotiation skills, including the ability to manage and work through conflict.
  • Excellent interpersonal skills with a demonstrated track record for forging strong, productive relationships with a diverse array of customers and colleagues.
  • Eager to set ambitious goals and take ownership for results. Proactive, defining actions and following through.
  • Capable in managing priorities dynamically due to changing circumstances.
