What the role is
As an Engineer with Changi Water Reclamation Plant, you may be deployed to either the Mechanical; Electrical; or Instrumentation, Control & Automation (ICA) Units, depending on your background and experience.
What you will be working on
Your responsibilities may include the following With the Mechanical Unit: • Lead a team of assistant engineers and contractors to perform scheduled (predictive & preventive) and unscheduled (breakdown) maintenance works safely in a water reclamation plant. • Possesses knowledge in the maintenance of mechanical equipment (e.g. Screening system, scraper system, sludge digester, dryer and centrifuge system, screw conveyors, pumps, valves, flame arrestors, gas purifiers, air compressors, drive gearboxes, blowers/fans, pipework and their ancillaries etc.). • Possesses knowledge in the maintenance of process tanks and fire safety equipment (e.g. fire extinguishers, fire hose reel, fire water sprinklers, etc.). • Carry out trouble-shooting of fault, recommend repairs required, determine its root causes and establish action plans to prevent/reduce fault occurrence. • Assist supervisor to devise maintenance plan and budget, procure essential spares, monitor spares inventory and utilisation of expenditures. • Involve in the safety/work/energy improvement projects and initiatives, review work process/procedure for optimised equipment’s performance and efficiency. • Prepare tender/quotation specifications, call and evaluate tender/quotation, manage contracts, raise and approve purchase orders (POs), Works Orders (WOs), Receipt Note (GRN), Completion Certificates (CC), Store reservation and adjustment, certify service reports and delivery orders, and keep good records using the asset management system (AMS). • Maintain communications and ensure close collaboration with stakeholders (consultants, contractors, OEMs, suppliers) as means of keeping abreast of the latest products and work practices. Participate in workshops related to plant expansion and modification. • Carry out site safety inspections and recommends work improvement and safety measures. With the Electrical Unit: • Prepare and call tender/quotations for service, repair and maintenance of electrical equipment and on the supply and delivery of spares. • Raise Purchase Orders and Works Orders for the electrical works for maintenance and breakdown repairs. • Coordinate, control and supervise the Department’s Term Contractors in carrying out the provision of electrical services, maintaining, servicing and repairing of electrical equipment and process instrument. • Plan and ensure the electrical equipment are well maintained and repair work will be carried out accordingly. • Attend to equipment due to malfunction or power supply outage, and to restore the functionality of equipment. • Ensure availability of Electrical equipment and co-ordinate with contractors to attend to faults promptly. • Supervise term contractors in carrying out the servicing and maintenance of electrical equipment. • Coordinate with other risk assessment team members and safety officer in performing Risk Assessment. • Ensure safety procedures are adhered by staff and contractors working in the plant. With the Instrumentation, Control & Automation Unit: • Maintenance of Instrument and Control equipment such as online analytical (DO, pH, Ammonia, Turbidity, etc) and process instrument (Flow, Pressure, Level, Temperature, etc), actuator, PLC, etc. • Liaise with Term Contractors for corrective and routine maintenance works. • Perform troubleshooting and repair of ICA equipment. • Respond and attend emergency breakdowns during office and non-office hours. • Liaise with the other Sections pertaining to ICA maintenance works. • Analyse maintenance reports and historical data to facilitate the planning for maintenance and enhance equipment’s performance. • Prepare quotation specifications and call quotations. • Involve in asset renewal, improvement and development project. Provide technical support and facilitate commissioning of ICA equipment. • Prepare Specifications and Fixed Schedule Rate of ICA's DA Contract. Administer maintenance contract according to contract conditions and specifications. • Liaise with MEICA Dept for Technical Report, Finance Dept for PEP paper and Ministry for IAA paper. Prepare General, Particular and Technical Specifications in addition to Bills of Quantities (BQ) for tender documents. • Utilise Asset Management System (AMS) efficiently and effectively in order to enhance the management of assets and proper maintenance records
