Job Description


Legal Compliance, Legal Matters, Compliance to Policies and SOPs

  • Ensure Legal Compliance of all existing policies and procedures to local Singapore law
  • Ensure Compliance to Companies\xe2\x80\x99 Policies, ISO and Standard Operating Procedures
  • Evaluation of Existing SOPs and Improvement.
Contract & Subcontract Management
  • Ensure implementation of HSE\xe2\x80\x99s (Environmental)Compliance parameters to Sub-Contractors & vendors
Performance Culture , Training and Development
  • Ensure all Direct / Indirect Reportees have adequate people management skills & technical skills to manage their teams and deal with day-to-day people matters.
  • Facilitate Training Need Identification from the project teams & HQ to fill in the gaps
  • Facilitate Workers training nomination in line with the mandatory requirements and Government Regulations
  • Attend related workshops and Trainings on as and when basis
Implementation of HSE (Environment) Management
  • Overall Occupational Environment Aspect Management for assigned projects
  • Enforce Zero Tolerance Culture on HSE (environment) non-compliances
  • Assist the Head of HSE and the project manager in enabling the project for Awards like HSE Compliance and the like at least once a year
  • Timely action on the potential hazards as regards to HSE (Environment )at sites and Fabrication Shop at HQ
  • Ensure Environmental control measures are implemented and maintained.
  • Provide Weekly and Monthly Dashboard and reports on HSE to the management
  • Provide relevant promising information to tender Teams for new bids
  • Standardize HSE(Environment) practices within the Group
  • Liaise with MOM on update of Factories Regulations and all environmental matters.
  • Conduct internal auditing and effective implementation of the Safety Management System on site.
  • Provide advice & guidance to management on all the ECO matters.
  • Oversee duties of site ECO.
  • Disseminate information on environment and promote consciousness.
  • Provide overall ECO compliance plan.
  • Assist the project manager in the conduct of the monthly site safety meeting.
  • Oversee and deal with the site security matters.
  • Responsible to ensure for the implementation of the company\xe2\x80\x99s QEHS Management System in company.
  • Monitor daily tool box & Mass Tool Box meetings
  • Conduct HSE (Environment) Inspection and recommend appropriate measures to minimise the risk
  • Lead the Project team and drive them towards the HSE (Environment) Compliance
  • Information, Instruction Training and supervision is given to all the stakeholders
  • Liaise with Sub contractors and promote them to comply ESH related issues
  • Assess the Subcontractors performance and communicate to Project Managers, ESH Manager & Top Management.
  • Take charge of all matters related to environmental health.
  • To improve and enforce the environmental health measures and site security.
  • Regular check and enforcement to ensure that all site facilities and general surroundings are kept clean, tidy and hygienic at all times.
  • Liaise with other Health Inspector either in government or private agency.
  • To execute proper waste management through well formulated procedures
Operations & Cost Cutting Measures
  • Suggest Potential Measures for Cost Cutting in all Operational Areas.
  • Target for Optimum utilization of Manpower resources and reduction in OT
Employee Engagement & Innovative Initiatives
  • Alert the management on sudden spurt of employee emotions
  • Serve as a conduit to various departments and serve as an Enabler & facilitator.
  • Initiate regular meetings within projects minimum twice a month to track performance, timelines and to explore improvement areas
  • Initiate meetings with Departmental Heads to identify gaps and work out solutions in conjunction with the Department Heads.
  • Actively Participate in initiatives as launched by MD, HR or other Departments
JD & Performance Tracking
  • Facilitate in finalization of for all Key Resources in ESH team.
  • Guide the Team to Track the performance in line with the JD and suggest corrective measures
Grievance Handling
  • Act as a conduit to employees by listening to their feedback and responding appropriately.
  • Involving /Updating HR of the proposals / decisions on grievance handling.
Any Other Duties Any other duties /responsibilities as assigned by the Reporting Manager / Management. Required a ECO and preferably ECMO certificate with minimum 5 years of experience. Must have completd at least one HDB project
