Job Responsibilities

The Executive Director of Architecture Management is a senior level manager responsible for the overall project design coordination and design delivery effort, as well as directing internal Architectural Design Managers and the Design Team consisting of Architects, Engineers, and various Specialty Consultants. Additionally, the Executive Director of Architecture Management will be responsible for overall management of the Design Team as it relates to design fees, sub-consultancies, and delivery according to project schedules.

Essential Duties:

Pre-Design

  • Liaise with Operations Planning and Operational Executives to understand, inform, and rationalize project program based on operational briefs.
  • Liaise with Commercial Team to ensure that adequate design information is provided to inform the cost plan / project budget. Conversely, act as a primary interface between the Design Team and Commercial Team to ensure that commercial input is captured in the project program and design parameters.
  • Lead the effort of updating and preparing the architectural sections of the overall Project Management Manual to be used as the basis for all internal team processes and procedures throughout the project.
  • Liaise with the Commercial team to assist with developing and implementing a Design Coordination Management Plan to ensure the contractor delivers to the requirements of the contract.
Consultant Procurement and Change Management
  • Source, evaluate, and identify candidates for design or engineering consultancies. Obtain expressions of interest and key contact information from the same to provide to MBS Procurement.
  • Prepare Scopes of Service for directly engaged consultants, and work with internal team to develop associated graphic exhibits to be used in consultant procurement.
  • Liaise with Lead Consultant / Architect of Record to ensure that Scopes of Services provided for sub-consultancies adequately address project needs and expectations.
  • Oversee Design Team and MBS Design Managers to identify potential and actual change events impacting consultant fees or project schedule. Liaise with MBS Procurement to properly scope changes.
  • Provide technical assessment of any proposals or Change Requests received by the design team effecting scope, fees, or schedule. Negotiate differences as necessary with Design Team.
  • Monitor design progress and support VP of Architecture Management in evaluation of Design Team payment requests based on percentage complete or provided hourly justification.
Design and Documentation
  • Primary Lead in the overall project-wide design coordination effort, interfacing with MBS internal Delivery Team and contractors to implement effective design solutions.
  • Primary interface for project master plan evaluation and subsequent area tabulation updates. Liaise with Commercial team to ensure any updates to the area tabulation are understood and can be captured in Cost Plan updates as necessary.
  • Lead and oversee internal team's technical drawing review efforts, and ensure comments are clearly communicated to the Design Team.
  • Coordinate the Design Schedule across all relevant stakeholders, monitor design progress against the Design Schedule, and inform Schedule updates.
  • Liaise with Operations Planning and Operational Executives to coordinate functional items within the project and resolve design issues that impact operational objectives.
  • Coordinate the Design Team to ensure that full documentation (detail drawings and specifications and the like) is coordinated, complete, code compliant, and accurate.
  • Primary Lead in coordinating with Design Team and Delivery Team to ensure that design documentation and relevant exhibits are properly packaged for issuance to the contracting market.
  • Provide support to the Delivery Team on all Architectural and Engineering design related matters.
Construction Administration
  • To provide support to the Delivery Team on all on-site design & engineering issues.
  • Oversee and Lead Design Team and MBS Design Managers in management of design related responses to requests for information, shop drawing reviews, and submittal/substitution request processes.
  • Review and approve Work Methodology Statements, Inspection & Test Plans, and similar.
  • Liaise with Design Team and Delivery Team to ensure mock-ups, first of types, prototypes, and similar are documented, produced, and reviewed in accordance with design specification and Owner requirements.
  • Provide periodic inspections on site. Assistance to the Delivery Team advising on the quality and completeness of works from a technical standpoint during quality check of site works.
  • Attend weekly meetings as necessary and attend to regular site visits to ensure appropriate quality of the works and that design intent is maintained.
  • Liaise with Design Team, Delivery Team, and MBS Facilities Team to ensure that all project handover information relating to design is properly packaged.
Job Requirements
  • Minimum 15 year's working experience in Architectural / Design Management.
  • Candidate must possess at least a Bachelor's Degree, Post Graduate Diploma, Professional Degree in Architecture, Engineering (Civil) or equivalent.
  • Excellent communications and leadership / people management skills.
  • Excellent organization and time management skills.
  • Required skill(s): design development, design coordination, project management, construction administration.
  • Extensive experience implementing Architectural Design processes, including driving current consultants' practices related to project scope and abilities.
  • Extensive experience in design management in the Southeast Asian region.
  • Experience with managing teams and complex projects, including design team organizational structures and resources.
  • Experience with broad, complex teams delivering projects for large-scale commercial buildings.
  • Experience in large-scale Integrated Resorts and/or Regulated Casino Environments is preferred, but not critical.
Key Competencies
  • Ability to convey subject matter expertise in Architectural Design and Coordination.
  • Ability to communicate, at a principal/partner level, with design consultants.
  • Strong leadership skills in strategic planning, resource management, and stakeholder engagement.
  • In depth understanding of Singaporean statutory requirements and processes.
  • In depth understanding of Singaporean design & construction norms, means, and methods.
  • Strong interpersonal skills and ability to relate well to all project-related consultants and contractors.
  • Ability to organize team member tasks, delegate, and motivate direct reports.
  • Complex problem solving and creative solution skills, and ability to work under pressure and meet challenging deadlines.
  • Outstanding executive presence and senior stakeholder management communication skills.
  • Robust overall knowledge of delivering within Hospitality and in particular regulated Gaming operations.
