What the role is:
As an Executive/ Senior Executive under the Higher Education and Skills Finance Branch in the Finance and Procurement Division, you will be responsible for the smooth and effective management of MOE's budget for the Institutes of Higher Learning (IHLs). You will also provide general administrative support for grant disbursements to IHLs and Statutory Boards (SBs).
What you will be working on:

• Compile budget submissions from IHLs and SBs and provide high-level assessments of the overall budget request on an annual and medium-term basis o Track budget utilisation and provide variance analysis reports for timely and accurate reporting o Perform the full spectrum of financial duties which include prompt disbursement of recurrent and development grants in compliance with stipulated financial guidelines, tracking and monitoring of these expenditure and monthly reconciliation of accounts o Provide timely advice to IHLs and SBs on budget matters, financial policies and grant disbursement processes o Co-ordinate replies to auditors on queries relating to IHL sector expenditure for annual audits of the Government Financial Statements We welcome individuals with or without work experience to apply for the position.

What we are looking for:

• Relevant experience in finance, data analysis and general administration work would be an advantage o A dynamic team player with good communication and interpersonal skills, organisation skills and the ability to multi-task in a challenging and fast-paced environment o Comfortable with data processing and analysis o Proficient in Microsoft Office Word and Excel As part of the processing of your application, you may be required to undergo a medical examination that will be fully paid by MOE.
