The Role Responsibilities The job holder is responsible to oversee and report on control related activities impacting financial records for the Financial Markets business. The job holder will have oversight on the onshore and offshore control activities. The job holder should possess good accounting knowledge including accounting for FM products, understanding of concepts such as FX revaluation and should be familiar with FM booking models and key control activities and risks in the Financial Market area. The job holder is required to engage with a diverse group of stakeholders, across front office and back office including local teams and Group teams to influence, drive a strong control environment and maintain the integrity of the Financial Books and records. The job holder will be required to actively participate in projects initiated by Country Finance or bank-wide projects through assessment of controls impacting and accounting & reconciliation and FX management activities. Key Responsibilities Business as usual

  • Liaise with onshore and offshore control teams to ensure key FM controls are properly maintained to ensure integrity of balance sheet and P&L which is signed off by Product Control team.
  • Actively oversee or perform assessment on FM controls which are in place and implement new or enhance the control framework. Controls include TP-GL, Balance Sheet Attestation review, Actual vs Flash monitoring, suspense monitoring, Inter-desk booking and other adhoc issues etc.
  • Be responsible for the accounting of the FX management process. Liaise with Front Office, Product Control, other functions to support Fx sell down activities to minimize FX risk arising from non-trading activities for the bank.
  • Protect general ledger integrity and finance space through identification and understanding of risk impacts, and managing risks via appropriate finance or business forums, review and drive mitigation steps with stakeholders across functions.
  • Build strong partnership with stakeholders to bridge gaps, agree action plans to effectively to resolve issues at its root cause and ensure appropriate measures are taken to mitigate risks.
  • Oversee offshore activities, perform timely SLA review with offshore team.
  • Support any other adhoc activities such as cross border settlement, audit queries/ ORF review, outsourcing review, FM Country addendum, static maintenance etc.
Project related
  • Actively participate in strategic projects such as Aspire ledger enhancement, ACU-DBU merger, TP system decommission, new product roll outs and other FM related projects.
  • Closely liaison with project champions / COO / Finance to understand accounting models and bridge the gap between financial accounting and control needs between Country Finance, PC/business finance and the project team.
  • Ensure TOM model documented in strategic projects are robust in capturing exceptions in line with the operational risk framework
  • Review financial / accounting data during UAT, go-live results, CR/JIRA are acceptable in country lens
Governance
  • Ensure adherence to all internal policies and external regulations and establish a robust governance process.
  • Take responsibility for understand the risk and compliance requirements of the role. Understand and comply with, in letter and spirit, all applicable laws and regulations, including those governing anti-money laundering, terrorist financing and sanctions; the Group’s policies and procedures and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk and compliance matters.

  • Lead the FM Control Team to achieve the outcomes set out in the Bank’s Conduct Principle
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Key Stakeholders
  • Singapore Finance Management and Finance Control: For risk reporting and escalation
  • Product Control (Global), FM CFO, Aspire team: FM project, FM governance, accounting & ownership matters
  • FM COO (Singapore) - For risk reporting and escalation on FM businesses
  • GL Control – On PSGL related matters
  • Other finance partners (FM Business finance, Performance management, Financial reporting, Tax) – For local and internal MIS reporting matters
  • FX Trading desk (Singapore) – For support of FX management activities
  • Middle Office / FM Operations – in connection with product bookings and review
  • Other regional finance/Project – in connection with project review

Our Ideal Candidate
  • Bachelor’s Degree in accounting or Banking with 7+ years experience in Product Control or Finance in banking sector.
  • Must have general accounting knowledge on FM products, experience in accounting for non-trading FX positions is ideal.
  • Individual must be inquisitive, resilient, a self-starter with excellent communication and inter-personal skills and strong control mindset.
  • Experience in managing multiple stakeholders, such as COO, audit, Product Control, Front Office, Middle Office, Operations, Country Finance.
  • Knowledge to Standard Chartered Bank FM system flows, PeopleSoft General Ledger / SAP, MRC or FM processes would be advantageous.
  • Experience in dealing with finance projects, ideally as subject matter expert.

Role Specific Technical Competencies
  • Demonstrates strong FX and FM product accounting knowledge, and highly skilled in problem-solving especially on accounting topics
  • Excellent track record in Finance or Product Control BAU to navigate through control issues across front to back
  • Be astute and possess strong control mindset to understand issues at root causes quickly and influence changes at source that are sustainable and effective
  • Project Management skills to negotiate and bridge gaps between different functions to reach solution
  • First-class communication skills, written and oral; quick to grasp strategic concepts and able to explain them to others simply and with conviction
  • Ability to work through a matrix reporting model, and to manage and influence indirect reports to make positive changes in process change
  • Self-starter with the tenacity, drive and organization needed to manage around organizational obstacles
