Job Description

The General Manager, Operational Risk & Internal Control Department will be primarily responsible for identifying, assessing, and managing operational and country risks associated with the mineral resource trading business. This role leads the development, implementation, and oversight of internal controls and risk management frameworks to mitigate risks and enhance operational stability.


While market, credit, and legal risks are managed by dedicated specialist departments, the GM plays a key role in facilitating cross-functional collaboration, aligning response strategies, and ensuring consistency across the organization's risk management practices in support of the overall corporate strategy.


In addition, the GM will support the Executive Committee in strengthening company-wide risk governance by coordinating responses to cross-functional incidents involving market, credit, legal, and operational risks, preparing reports and briefing materials for management, and promoting risk awareness and training activities.


The individual will be reporting to the Chief Financial Officer (CFO).





Responsibilities



1. Operational Risk and Internal Control (70%)



Operational Risk Management



Support identification, evaluation, and control of operational risks related to trading, logistics, settlements, etc. Collaborate with the risk teams to review process risks for new businesses or operational changes, oversee internal control processes and follow up on incident records such as completing root cause analysis, and preventive measures

Country Risk Monitoring



Organize information related to country risk assessments for new or ongoing transactions (e.g., risk tier classifications, potential trade restrictions) Collaborate with relevant departments in the headquarters, including communication in Japanese, to align on geopolitical risk awareness and monitoring.

Maintenance of Risk-Related Internal Rules and Documentation



Prepare updates and proposed revisions to internal risk policies and related documents (e.g., Risk Management Policy, Trade Mandate, Operation Manual) Check consistency across various documents, including Delegation of Authority, internal control frameworks, and operational manuals Work with risk teams to manage annual review and revision schedules in coordination with relevant departments

2. Strengthening Company's Risk Governance (30%)



Risk Management Strategy and Governance



Assist in formulating risk management policies and strategies led by the Executive Committee Facilitate communication with Japanese-speaking stakeholders and prepare bilingual materials for the Board of Directors, Executive Committee, and other senior management briefings. Assist in responses to internal and external audits (primarily related to non-financial risks)

Risk Assessment and Analysis



Collect, compile, and analyze risk-related information from various departments Support risk assessment and decision-making on authority delegation for new transactions

Cross-Risk Incident Coordination



Coordinate internal response to new cases or incidents involving overlapping risk domains (e.g., market, credit, legal, operational risks) Facilitate information sharing, clarify roles, and consolidate response policies across risk teams Support the drafting of internal reports as needed (e.g., materials for EXECO)

Internal Collaboration, Training, and Communication



Promote risk-related dialogue with business and corporate divisions Assist in planning and execution of internal risk training and e-learning programs Act as a liaison to facilitate risk-related communication with the headquarters in Japanese.

Required Knowledge and Experience



Degree or Graduate Degree in Finance, Business and other relevant studies. Familiarity and at least 8 to 10 years of working experience in the commodities trading sector, preferably in metals and minerals trading. Business-level proficiency in English and Japanese is required to support communication with Japanese-speaking stakeholders, including headquarters and Board of Directors, and for preparing bilingual documentation. Strong understanding of financial instruments, market dynamics, credit and operational risk exposure. Good understanding of relevant laws and regulations, and standards affecting the industry and risk management practices. Experience in strategic planning of how risk influences business strategy, growth opportunities and long-term organizational sustainability. Familiarity with crisis response planning, business impact analysis and disaster recovery protocols. Understanding of risk financing strategies, insurance products and contractual risk mitigation.
