The Role Responsibilities

Summary

The Global Head of FCSO Technology is responsible and accountable for driving the strategic direction, delivery and stability of platforms that support critical surveillance processes including Name Screening, Transaction Screening, List Management, Case Management, and FCC Data & Analytics.

As a trusted business partner, the role will provide critical leadership in the development and implementation of the overall department-wide technology plans to ensure the ongoing ability of FCSO to achieve their business objectives effectively, efficiently, and economically. This will require deep subject matter knowledge and awareness of emerging issues, including regulations, industry practises and new technologies.

The role will also require a strong focus on innovation including the identification and adoption of advanced technologies that leverage Artificial Intelligence and Data Analytics to improve the effectiveness and efficiency of Financial Crime Surveillance processes.

With significant dependencies on upstream business (CCIB and CPBB) solutions, the role requires close collaboration to work with the relevant T&I teams to ensure a coherent strategy taking into account upstream plans and changes.

Finally, given the inherent risks related to Financial Crime Surveillance, the role demands a proactive approach to risk management, a continuous review and strengthening of internal controls, and a close working relationship with audit and assurance teams.

Responsibilities

Strategy

  • Develop the strategic direction and roadmap for FCSO Technology that aligns with the Business Strategy, the T&I Strategy, and investment appetite.
  • Partner with Enterprise Architecture on the digital agenda, pre-empt disruptive forces and commercialise innovative use of technologies.
  • Work closely with upstream CCIB and CPBB T&I teams to ensure FCSO technology strategy aligns with upstream architecture and planned roadmap.
  • Identify, evaluate and select vendor partners where required to deliver the required outcomes at the right price point and quality.
  • Perform continuous review of the bank\xe2\x80\x99s existing systems landscape and investment pipeline in Financial Crime Compliance to ensure that emerging issues, including regulations, industry practises and new technologies are considered. This should include frequent peer review.
  • Define and deliver the evolution of the FCSO landscape including greater usage of models & advanced analytics and the transition to Cloud.
  • Keep Innovation at heart with a \xe2\x80\x9clearn fast\xe2\x80\x9d culture rather than a \xe2\x80\x9cfail fast\xe2\x80\x9d approach.
  • Well-versed with latest trends in the industry in Digital, Machine learning and Data management relevant to Financial Crime and Surveillance.
  • Establish and manage objectives against a consolidated scorecard with FCSO team.
Business
  • Work as a trusted business partner of the FCSO team, taking programs from investment decisions, into design, specification and solution phases, all the way to operations on the ground. The delivered capabilities are expected to meet both regulatory requirements and support \xe2\x80\x9cinternal clients\xe2\x80\x9d.
  • Ensure alignment with client-journeys and partner closely with peers to ensure data is collected & processed in the right place and at the right time. Plan for changes in support of planned changes within upstream client journeys (across segment and product teams).
  • Support respective FCSO functions in the commercialisation of capabilities, the monitoring of usage, and the improvement of client experience.

  • Oversee T&I delivery of planned initiative in support of FCSO objectives
Processes
  • The role is accountable to the FCSO Head for the complete process of providing technology solutions, including solutions provided from other teams or from third parties.
  • The role is responsible for Quality Control, relevant Operational Risk controls and is the Process Owner for System Availability within the FCSO Process Universe.
  • Adhere to the System Delivery Framework (SDF), from inception through to product deployment to ongoing management of technology change. Ensure controls are applied throughout the delivery lifecycle and provide feedback to the respective SDF step owners where opportunities for improvement exist
  • Establish and encourage an Agile culture across the delivery function and from top to down
  • Partner with the FCSO team to establish and support a comprehensive governance process for all funded initiatives.
People & Talent
  • Lead through example and build the appropriate culture and values. Set appropriate tone and expectations for the team and work in collaboration with risk and control partners.
  • Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
  • Employ, engage and retain high quality people, with succession planning for critical roles.
  • Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
  • Experience in managing multi-cultural and multi-regional teams
Risk Management
  • Proactive in seeking regular assurance that the FCSO Technology Teams are performing to an acceptable risk and control standard.
  • Act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated through the relevant committees.
  • Include all necessary internal, legal and regulatory controls through the development of FCSO requirements.
  • Balance business performance delivery and cost management constraints with risk and control matters to ensure that they do not materially threaten the Group\xe2\x80\x99s ability to remain within risk appetite.
  • Adhere to relevant business continuity planning and resiliency standards
Governance
  • Embed the Group\xe2\x80\x99s values and code of conduct in the FCSO Technology teams to ensure adherence with the highest standards of ethics and compliance with relevant policies, processes and regulations among employees form part of the culture.
  • Ensure compliance with all salient SCB governance frameworks where there are direct touchpoints with them or any subsequent downstream influence from the FCSO Technology Team.
  • Ensure compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering regulations and guidelines.
  • Manage the FCSO Technology team to budgetary constraints, seeking operational efficiencies to drive the JAWS ratio as directed by Group Finance.
  • Manage the FCSO Technology team versus schedule and scope dependencies agreed with the \xe2\x80\x9cProduct Owners\xe2\x80\x9d in FCSO
