The Ground Controller Executive is part of the team for the North-South & East-West Line Track Access Management Office:
Lead and supervise a team of Ground Controller (GC) in real time the safe delivery of track access during Non-Traffic Hours on NSEW Lines.
Possess good communication skill and service orientated mindset to coordinate with internal staff and external stakeholders to support daily track access activities.
Familiar with Rule Book procedures and Incident management Plan to provide guidance and support to GC.
Verify that GC mapping of worksite locations, radio call signs, evacuation routes, protection arrangements and buffer zones on the track layout diagram (3-in-1 diagram) used for Toolbox briefing are correct.
Verify that GC mapping of consist route setting on the Route Reference Diagram (RRD) is correct.
Conduct briefing on the Critical Execution Plan (CEP) to cover timeline of critical tasks.
Monitor GC Toolbox briefing cover 10 pointers and \'read back\' by PIC is carried out correctly.
Plan and prepare staff duty roster, work assignment and training programme.
Conduct training and coaching to maintain staff competency level.
Conduct regular safety observations to ensure safe working environment and staff compliance to WSH policies.
Conduct internal audit on compliance to Rule Book procedures.
Lead a GC team to contribute to the workplace improvement and workplace safety.
Lead a GC team in the review of Work Instructions and follow up on work assignment.
Responsibilities
Lead and supervise the day-to-day operation to ensure safety of staff accessing the track during Non-Traffic Hours.
Ensure Toolbox briefings are conducted.
Ensure track access issues are resolved in accordance with Rule Book procedures.
Ensure track access incident is dealt with in accordance with established procedures and Incident Plan to safeguard working party on track.
Ensure the correct buffer zones and protection arrangement for Test Train and Consist are correct for protection of working parties on the track.
Ensure CEP briefing is done and GC understand the timeline for each critical task.
Ensure Toolbox briefing and read back by PIC is carried out correctly.
Ensure duty roster is prepared and training and coaching are conducted to maintain staff competency level.
Ensure safety observation is carried out to ensure safe working environment and staff compliance to WSH policies.
Ensure internal audit is conducted to ensure compliance to Rule Book procedures.
Ensure Work Instructions are reviewed annually.
Perform other duties per assigned.
Qualifications & Work Experience
Degree in an Engineering discipline or Degree in other discipline with relevant engineering work experience
Able to perform rotating shifts, including duties on weekends and on public holidays.
