What the role is:You will head the Internal Audit team attached to a Statutory Board of the Ministry of Culture, Community and Youth.What you will be working on:

  • Reporting to the Director, you will lead in the development and enhancement of risk based internal audit methodologies that would be applied to formulate and execute audit work plans and internal audit reviews; \xe2\x80\xa2 Oversee IT audit planning and audits; \xe2\x80\xa2 Supervise and conduct internal audit reviews to provide assurance that good internal controls are in place, established procedures and controls are adhered to, and financial records are reliable; \xe2\x80\xa2 Lead Investigations of irregularities; \xe2\x80\xa2 Perform value-for-money audits on key expenditure items to assess whether public funds have been appropriately spent and to achieve the policy intent; \xe2\x80\xa2 Establish and maintain a IIA compliant Quality Assurance programme; \xe2\x80\xa2 Work with senior management and process owners in promoting effective risk management and corporate governance policies as well as reporting to the Audit Committee; \xe2\x80\xa2 Manage and develop internal audit resources and talents; \xe2\x80\xa2 Educate and raise awareness in line departments on risks and best practices for the public sector; and \xe2\x80\xa2 Provide risk advisory to process owners and key projects.
What we are looking for:
  • At least 10 years of relevant audit and/or Finance experience (of which at least 8 yrs in an internal audit role of which at least 5 yrs leading an IA department). \xe2\x80\xa2 Relevant internal audit experience in public agencies and familiarity with IIA standards \xe2\x80\xa2 Experience in conducting and leading at least 6 and 3 investigations respectively. \xe2\x80\xa2 Experience in auditing grant recipients and charities would be an advantage. \xe2\x80\xa2 Ability to multi-task and work independently in a fast-paced environment. \xe2\x80\xa2 Have good analytical skill, effective interpersonal and communication skills \xe2\x80\xa2 Strong engagement and collaboration skills with the ability to engage diverse groups of stakeholders and be able to deal effectively with senior management and the Audit Committee.
