JOB RESPONSIBILITIES

The appointed Head will serve as a business partner to provide the following financial services to the A*STAR Research Entities (ARES) within a Shared Services operating environment.

General

• Responsible for client facing with the RIs and handle the full set of accounts.
• Ensure internal controls and financial procedures are in compliance with A*STAR Financial Policy and Procedures (FPP).
• Liaise with key management of the research institute on project budgets and budget tracking.
• Assist in providing financial information to senior management.
• Liaise with Internal Auditors/External Auditors/Tax Agents.

Annual Budgeting Exercise

• Coordinate the annual budgeting exercise.

Fund Management

• Monitor all funds received by the RI.
• Ensure the timely submission of quarterly fund requests for all funds to A*STAR.
• Review the fund structure for all funds under the RI reflected in the SAP System.

Financial and Management Reporting

• Review the monthly management accounts and audit schedules.
• Prepare Audit Committee (AC) presentation slides and conduct the presentation during AC meeting.
• Review monthly management reports and present financial performance at monthly management meetings.
• Responsible for closing of year-end accounts, statutory audit and annual tax filings.

Tax Matters

• Handle any corporate tax issues.
• Review the quarterly GST Return.
• Review withholding tax returns for submission to IRAS.
• Liaise with tax agent on review of tax computation and Form C.

Bank Accounts

• System administrator for online banking system.
• Liaise with the bank for all banking matters.

Others

• Provide support to projects.
• Ad hoc tasks as assigned.

JOB REQUIREMENTS

• Possess at least 8 years of relevant experience
• Strong analytical, communication and interpersonal skills
• High learning agility and adaptability
• Able to multi-task and deliver results under tight timelines
• Knowledge of SAP system will be advantageous
