What the role is:
The jobholder, in collaboration with HTX (B&I), is responsible for the development and implementation of B&I governance frameworks that provide guidance to ensure and enhance building resiliency in areas such as electrical, infrastructural and fire protections through timely replacement of assets, conduct of upgrading and maintenance works. He will also be responsible for ensuring that current and future infrastructural and power requirements for day-to-day operations and future developments are supported by: - Liaising and collaborating with internal and external stakeholders to understand and align their operational needs with the infrastructural and power setup; - Monitoring current state (e.g. COVID-19) and implementing necessary infrastructural upgrading works to support operational needs
What you will be working on:
The jobholder will oversee the plans to refresh checkpoints\' ops and non-ops infrastructure and premises such as Woodlands Checkpoint, Tuas Checkpoint, Pasir Panjang Scanning Station, Brani HQ etc to support new immigration clearance platforms under the new clearance concept (NCC) at arrival and departure zones as well as automated passenger in-car clearance system (APICS). He has to ensure alignment of designs for ICA operational infrastructure such as immigration counters at both passengers and vehicular zones, checking areas such as cargo checking bays, car inspection pits, secondary team offices within checkpoints, service counters at services centres etc. The infrastructure design should also be modular and reconfigurable and usable under normalcy and non-normalcy. With regard to consistency in space planning, design and allocation, the jobholder has to provide overall direction in space coordination/negotiation/tenancy agreements with a multitude of government agencies operating in ICA\'s premises. As the GreenGov.SG\'s Sustainability manager, the jobholder is responsible for developing and overseeing the implementation of ICA\'s resource management plan. He will look into strengthening governance, making continuous improvements and driving behavioural changes within ICA.
What we are looking for:
The jobholder should be a degree holder in engineering or facility management, who is able to articulate his thoughts clearly and translate them into writing well. Having attended courses on staff-related work, writing courses etc are of value. Preferably with at least 8 years of relevant background experience working in ground operations or facility management related experiences. - Preferably with experience in project planning, management and implementation and must have experience in formulating framework and work instructions. As the nature of work requires strong collaboration with internal and external agencies, jobholder must have experience working in teams and collaborating with different work units and agencies. The jobholder should also have experience in ground operations to better relate to ground limitations and needs. - On top of having strong communication skills, the jobholder should also possess good writing skills and reasonably good computer skills to ensure that the basic staff work is of high standards. - Good understanding of Ops requirements that is relevant to ICA (e.g. operational constraints) in influencing the design considerations - Basic understanding of Ops/Tech security measures - Good understanding of Government procurement principles and rules (e.g. IM, QFM, PQM and associated legislation) - Proficient in Procurement Manual o Understanding of the different terminologies of procurement and contracts o Understanding of the procurement process. - Proficient in Government IM Provisions (including FCMs) - Regulatory requirements related to Public Service workplace developments (Policies in Civil/Public service) - Workplace Safety and Health Acts and Regulations by MOM - Internal procedures for workplace safety - Regulatory requirements related to the different agencies for operation of the building. - Good understanding of space norms (e.g. MOF OSFM) - Proficient in Project Management skills: o Good Risk Management o Good Task Management in handling of Project o Good Scheduling skill (in meeting development and payment milestones) o Good understanding of the project processes (end to end) in MHA\'s context (i.e. pre-AOR, land/facility allocation, procurement and management of design services, procurement and management of construction services) o Project management tools and techniques (e.g. Microsoft Project, PERT (Programme Evaluation and Review Technique), critical path method, Gantt chart, etc.) - Good interpersonal and communication skills: o Handling of disputes between contractors and user o Handling of internal disputes, complaints and providing feedback closure - Technical know-how on the building and infrastructure related matters: o Design principle and methodologies o Life-Cycle Management (Inspection-to-Replacement) o Defects Management Process o Impact of technology advances on operations o Facilities Management and related regulation o Different type of maintenance contracts o Different terminology of government projects (e.g. CoC, PSSCOC)
