What the role is:The jobholder is in charge of leading the Intel Operational System Team to collaborate with key stakeholders in the development of operational-nature related Intel programmes with the objective of delivering effective, secure, and business-aligned solutions to augment the collection, processing, analytical and information dissemination capabilities, command and control capabilities, within time, budgetary and other resource constraints. Supporting Intel PMC Directorate to constantly engaging intelligence fraternity in MHA to formulate multi-year masterplan of programme and portfolio under his charge.What you will be working on:1) Capability Development and Delivery - Keep abreast to future trends and needs, evolving requirements with future demands with focus on Operational-nature programmes to orchestrate and develop for continuous capability delivery. Work with Intel users to formulate on ops-tech masterplan and annual workplan, with guidance from Intel PMC Directorate for strategic and broad inputs. - Oversee and lead a team on planning, execution, delivery of Operational-nature Systems and harmonise key projects for different agencies within MHA's intelligence fraternity. - Assess and adopt the common set of practices, principles, and templates for developing and managing projects. Establish or collaborate with other HTX units to explore new templates that can improve productivity. - Conduct regular reviews of project implementations and determine appropriate strategies as necessary to manage tough situations and challenges. - Collaborate with other HTX units on Enterprise-wide initiatives. 2) Resource Planning and Allocation - Review regularly various ongoing programmes and initiatives, identify opportunities to harmonise them to achieve synergies and efficiencies. - Optimize and prioritise the utilization of limited manpower resources, through effective distribution of workloads within the team. 3) Stakeholders Engagement and Outreach - Develop and possesses good understanding of the intel users' operational requirements and operating environments and be able to engage them to clarify, identify needs and agree on outcomes. - Partner and collaborate with users from different intelligence outfits and identify potentially competing requirements and to recommend possible common solutions. - Establish close rapport with Key Stakeholders from other HTX Units through regular engagement, seek their support and prioritises to positively steer the development of programmes and projects according to the prescribed direction. - Engage and influence different groups of users to onboard common operational-nature Intel systems to achieve a common strategic goal. 4) Procurement - Look across Programmes and past lesson learnt, formulate appropriate procurement strategies or sample templates. - Develop team competency in procurement through sharing of past experiences and coaching. - Provide guidance and advice to Teams or HTDs units on procurement matters. - Review procurement circulars or policies constantly. 5) Budget and Cashflow Management - Align with Intel PMC Directorate's direction and HTX Enterprise Initiatives; assess appropriate resourcing planning strategies, review Team's proposed System life-cycle plans and guide them to develop multi-year resourcing plan for individual programme. - Conduct regular review of cashflow and oversee cashflow situation across programmes. - Establish close rapport with key representatives on budget reporting and provide relevant updates or supports in various Senior Management forums. 6) Manage, Mentor, Coach and Oversee Staff Development 7) Assist Director Intel PMC, Deputy Director (Intel Operational System & Systems Management) and/or HTX senior management in other areas of relevant work to fulfil HTX's mission.What we are looking for:- Tertiary qualification in Computer Studies, Information Technology, Electronics, Communications Engineering or other engineering or IT-related field. - Minimum 10 years of working experience in ICT project management and minimum of 3 years in leading small teams. - Prior experiences and knowledge in developing operational-nature systems. - Possess a good understanding of ICT project management and service delivery on large-scale and complex systems. - Prior experiences and knowledge in information gathering, processing or analysis field will be relevant and useful. - Possess experiences in managing Command, Control and Communication systems will be relevant and useful. - Possess experiences and knowledge in vendor management, requirements gathering, budget and cashflow management, procurement, and contract management. - Possess strong ability in fostering teamwork and collaboration, leading and coaching team to higher performance. - Possess an attention to details, be meticulous in planning and be able to work under pressure with tight timelines. - Possess good and effective verbal and written communications skills. - Possess strong interpersonal skills and capable of collaborating with and influencing different internal and external stakeholders. All new appointees are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure overtime, based on performance.
