Role Responsibilities

  • The Specialist Delivery (SD) is a team of experts managing HR operations, providing strategic consultative specialists support to various functions in HR. The SD team is responsible towards
  • Providing technical and specialized services within HR operations and ensuring alignment with local regulatory requirements in the country and the delivery of Staff Benefits over the Staff lifecycle with the bank, i.e., from Hire to Exit.
  • Implementing Group, Country HR guidelines & procedures specific to HR operational activities and implementing newly developed HR products and services in Countries.
  • Managing HR Vendor Management process in line with third party risk management guideline towards services outsourced to vendors and perform governance over services through monitoring accuracy and timeliness of services provided by vendors to SCB.
  • The role of the Head of HR Specialist Delivery is to set out and drive the Specialist Delivery strategy and take responsibility for the delivery across SCB Singapore entities. The role works in close partnership with Heads of HR, HR CoEs, Group HR to understand the client requirements and ensure appropriate delivery. They should be in frequent contact with the relevant Hub teams in GPS & Vendors to ensure alignment to the SD strategy, driving excellence in specialist delivery and ensuring business stakeholder satisfaction with the overall HR operations.
Strategy
  • Awareness and understanding of Group HR & Country HR Scorecard and Specialist Delivery HR target operating model as appropriate to the role.
  • Awareness and understanding of HR Transformation program (incl. digital transformation) and HR Technology Road map impacting Specialist delivery areas.
  • Drive simplification & Standardisation: Design and implement a comprehensive short-term and medium-term plan for simplifying complex HR operational activities in the countries / region.
Business
  • Act as a trusted adviser to Heads of HRs, HR COEs & and their direct teams on HR operational matters in the country.
  • Subject matter expert towards implementing changes to HR policies & procedures in the country.
Processes & Governance
  • Responsible towards governance and oversight over delivery of Payroll & Taxation processes.
  • Responsible towards governance and oversight over delivery and execution of locally managed benefit operations processes in country.
  • Responsible towards governance and oversight over delivery and execution of country outsourced activities to GBS and Third-party vendors through Periodic service reviews, Complaints Management processes.
  • Responsible towards governance and oversight over GBS GPS on insourcing processes which includes SLA renewals.
  • Responsible towards governance and oversight over HR SD & PRB related Vendor Management processes which includes vendor sourcing, Risk Assessment, periodic service reviews, onsite visits etc.
  • Responsible for implementing locally and globally driven HR projects in country which includes HR Transformation programs, HR systems implementation etc.
  • Responsible towards HR Business Continuity Management including acting as a DCC supporting Head of HR in the country.
  • Responsible towards local HR SD budgets and cost maintenance.
  • Responsible towards governance and oversight over country HR owned cost centers for SD & PRB products by reviewing and ensuring control HR recharge Processes (incl. Cross border recharges), FCS submissions, Payroll reconciliations etc.
  • Responsible towards governance and oversight over RNF administration for local licensing population in Singapore.

  • Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with other teams.
  • Ensure the provision of ongoing training and development of SD Colleagues in the country and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.

  • Set and monitor job descriptions and objectives for direct reports and provide feedback and reward in line with performance against responsibilities and objectives.
  • Responsibility to review country SD team structure and capacity plans.
Risk Management
  • Accountable for SD -related risks arising in the country.
  • Proactive risk management; remain vigilant in identifying and managing forward-looking risks, flagging potential problems to relevant stakeholders in advance of issues arising.
  • Ensure all geographical specific Operational Risk (OR) and regulatory and internal policy compliance requirements related to SD are met.
  • Support statutory and internal audits, as appropriate.
  • Act to minimise operational loss and audit failures and take proactive measures to respond to issues once they have arisen.
Regulatory & Business Conduct
  • Display exemplary conduct and live by the Group\xe2\x80\x99s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the SCB Singapore Specialist Delivery Team to achieve the outcomes set out in the Bank\xe2\x80\x99s Conduct Principles.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Our Ideal Candidate
  • Overall 10+ years of experience in Human Resources
  • Should have been in an HR leadership role and managed a team.
  • Relevant experience of 5+ years in HR Operations should be ideal.
  • HR Certification in Local Employment Laws, Mandatory Provident Fund schemes, Local Salaries or Income tax.
