Job Description

The Procurement Division comprises of three functional teams in the domain of Governance, Operations and Category Management & Special Projects overseeing all procurement policies, systems and activities.

As Head, Governance your responsibility would include:

• Oversees the Governance functional team
• Play a key role as the change agent in building a culture of procurement compliance through continuous monitoring (aided by data analytics), improvement and training to stakeholders
• Set directions for the area of governance with analytical insights and tools in align with the company?s priorities
• Development and implementation of best-in-class methods to perform smart audits through outcome of data analytics and industry best known methods
• Working with the Operations team to implement effective knowledge empowerment of stakeholders through training/tools using the data from the audits and best know methods
• Manage training & competency development needs of procurement professionals in the dept & A*STAR.
• Responsible for the management of procurement compliance risk through reviewing, monitoring, reporting and improvement programs
• Foster effective collaboration and ensure strong communication lines with key stakeholders and management
• Oversees and responses to procurement audits together with the Procurement Operations team

Requirements

• Minimum 8 years of relevant experience in procurement, with at least 5 years in a supervisory capacity
• Strong commercial acumen and analytical skills, ability to use intelligence from data to strategies

Good situation appraisal and analytical thinking skills in decision making
Strong interpersonal, communication and persuasion skills, ability to create and deliver executive-level presentations
Good awareness of the industry best practices and available tools and systems
Coaching and people development skills
Experience in audits will be advantageous
