1. INTERNSHIP TOPIC:
"Mapping SEAH Service Providers for SEAH Response system in selected Developing Member Countries." 2. SUMMARY OF JOB DESCRIPTION:
All Asian Development Bank (ADB) project affected populations and employees of executing and implementing agencies and contractors’ staff should feel safe from sexual exploitation, abuse and harassment (SEAH). SEAH is an endemic issue in many developing member countries (DMC), however due to sensitivities, stigma, social norms, and lack of access to safe reporting mechanisms and legal systems, it is widely underreported and therefore frequently underestimated. Where a complaints and response mechanism is not confidential it may impact on survivor’s ability to access services through referrals and may mean that there is an increased likelihood of impunity for perpetrators. ADB is preparing a pilot implementation of the good practice note on addressing SEAH in ADB-financed projects with civil works. Survivor-centered approach is the key principle which seeks to empower survivors by prioritizing their rights, needs, and wishes. It requires to ensure that survivors have access to appropriate, accessible and survivor-centered services, including: health care, mental health and psychological support, and legal/security support. Being able to refer SEAH survivors to safe and appropriate services should be of the utmost importance.
The selected intern will conduct research and produce a snap-shot assessment of services available in selected developing member countries to support SEAH survivors’ access to range of good quality services.
In preparation of the report the intern will:

• Review existing policies and legal frameworks to respond to gender-based violence (GBV) and SEAH;
• Review available studies and reports on GBV and SEAH mitigation and response systems;
• Interview key stakeholders, including civil society organization (CSO) focal points and gender specialists in ADB resident missions, representatives of CSOs, and women’s machinery;
• Based on the desk review and key informant interviews prepare assessment of:

(i) availability of services for survivors of SEAH;
(ii) the quality of those services;
(iii) who can access the service (for example, whether they are inclusive of boys and girls, whether they are disability friendly, whether they will serve people with diverse sexual orientations, gender identities and sex characteristics);
(iv) geographical coverage;
(v) any associated cost; and
(vi) key gaps in availability and /or quality of services.

• Importantly, mapping should include an assessment of the safety of services and whether they are survivor-centered. It is likely that some of this information can be sourced from relevant Government departments and nongovernment organizations (NGO) at the national or local level. Mapping resources may already be in place, particularly in humanitarian contexts, where GBV and Child Protection working groups can be engaged with to help support mapping and the creation of referral pathways.
• As part of the research, the intern will support the SEAH focal points and Task Force team group meetings to present, discuss, and evaluate the key findings of the report.

Key Outputs

• Proposed methodology for the study and high-level outline of the report.
• Prepare a preliminary report to be presented to the SEAH Focal Point team and Task Force Team.
• Participate in meetings with SEAH focal points and Task Force Team
• Synthesize findings and prepare a draft SEAH services mapping report.
• Address comments received from SEAH focal points and prepare final service mapping report.
• Present final report findings to SEAH Task Force Team.

3. PERIOD OF ASSIGNMENT:

• Duration: 8 weeks (with a possibility of extension)
• Timing: January 2023

4. LOCATION: ADB Headquarters, Manila, Philippines (or virtually, depending on prevailing travel restrictions)
5. EXPECTED OUTCOMES:
The proposed research and activities will provide evidence that can be used to inform SEAH response measures to be included ADB projects with civil works in support of pilot implementation of the good practice note on addressing SEAH in ADB-financed projects with civil works.

• Service mapping is a initial step in setting up response systems to SEAH incidents by contractors and executing and implementing agencies.

Qualifications

6. EDUCATION REQUIREMENTS:
Currently enrolled in a Masters or PhD program in Gender and Development, Law, Human Rights, or Public Health.
7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

• Experience and/or academic background on gender and development, law, or human rights.
• Strong analytical and research skills, as well as excellent English communication and writing skills, are essential.
• Experience in organizing and interviewing various stakeholders as part of the research would be an asset.
