Job Description


The ISG APAC Technology Business Head and ICG APAC CDO requires execution and strategic responsibility for driving key cross-functional initiatives to execute on our strategic priorities including the delivery of data solutions & addressing data challenges across ICG. This role is responsible for aspects of Risk, Finance, Compliance and Data Quality Controls and will drive innovative solutions and ecosystems. This area is of key importance for efforts across the enterprise spanning ICG & Global Functions to deliver on our program commitments in protecting and driving Citi Franchise globally. The successful candidate will lead the delivery of technology solutions across ICG businesses. The job requires a broad and comprehensive understanding of architecture, execution, stakeholder management, governance, delivering on the global book-of-work commitments across the entire ISG services portfolio. The role requires delivery of direct business benefit, regulatory compliance and advanced optimization capabilities. These capabilities are central to ensure timely and successful achievement of mandates that requires partnership with Risk, Finance and Compliance to satisfy regulatory commitments. The role has significant responsibilities that are critical to the successful delivery of the Consent Order Article V plan. It requires extensive technical, Capital Markets and delivery management experience to be successful.

The role will be a member of the global ISG leadership team and serve as the central point for APAC Book of Work delivery oversight, ensuring sound operating governance, regulatory compliance and effective people agenda. This includes periodic review of the regional location strategy, book of work delivery deep-dive along with the client business units, Talent Management, oversight on audit (internal / external), regional regulatory requirements, Consent Order milestone delivery, employee and stakeholder group communications and driving progressive and ethical cultural practices along with strengthening community engagement. Facilitate and partner with global teams to get work executed through the region. This role will also serve as the ICG APAC Chief Data Officer (CDO), leading enterprise-wide data governance programs, principles, policy, practices, and standards. The ISG Asia Head will have responsibility for the management of over 3,000 staff in the region.

Key responsibilities:

Technology:

  • As part of the Enterprise Data Integration, lead the efforts in ICG that span multiple businesses, products and functions and act as a trusted advisor
  • Lead the Technology teams Engineering Roadmap and execution responsibilities. Optimize the organization efforts to increase productivity and deliver efficiency through innovation, process improvement and simplification of the technology stack
  • Implement new business solutions to position technology in a leadership position while reducing age and number of legacy applications. Continue to improve development efficiency
  • Lead across all spectrums of Risk & Control work involving ICG Trades/Transactions transformation, Markets Risk & Credit Risk, Liquidity and enablement of the various downstream Finance and Risk , Regulatory Reporting & Regulatory Compliance delivery commitments
  • Liaise with the various Business Stakeholders across ICG and Global Risk & Finance to provide a cohesive and comprehensive view of the various R&C transformations
  • Influence & negotiate with the Senior Business and Technology Management to prioritize needed execution on the Enterprise wide Data strategies
  • Drive applications systems analysis and programming activities
  • Identify and introduce emerging trends to inform decision-making
  • Foster a culture of innovation and Engineering Excellence across all projects delivered
  • Implement and adopt best in class DevOps processes across all applications managed
  • Provide vision and direction to the Agile development team and stakeholders throughout the project and create requirements
  • Experience running or creating an agile methodology that is deeply ingrained in the fabric of a large scale technology function
  • Manage and maintain all disaster recovery plans, oversee appropriate testing, and provide permit-to-operate for new applications
  • Ensure change is managed with appropriate controls, documentation, and approvals including implementation of new and revised regulatory reporting requirements
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm\'s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
  • Must have practiced Agile/Scrum
  • Must have experience with the following tools and technologies:
  • Hadoop, Spark, Relational SQL and NoSQL databases(Oracle, MongoDB) & Big Data querying tools e.g. Hive and Impala
  • Messaging and Middleware Kafka
  • Experience with Java (OOP, Multithreading, Concurrency, Data structures etc.)
  • Experience with NLP/Machine learning
  • Experience with Business Intelligence Tools
  • Experience with UI technologies, design, Rules Engines, Search technology(Angular, NodeJS etc.)
Chief Data Office:
  • Management and leadership of data governance programs, principles, policy, practices and standards including industry best practices
  • Drive progress for continued development of enterprise-wide guiding principles, policies, processes and practices
  • Measuring Policy adherence and remedial action associated with Policy adherence
  • Manage relationships with business and Global Functions leaders efforts to drive data quality agenda progress.
  • In partnership with the Sector CDOs, responsible for coordination in the region, country and legal entity for facilitating issue identification and root cause analysis where there is local impact
  • Responsible for reviewing issue mitigation/tactical solutions and strategic solution plans with Sector CDOs
  • Management and leadership of programs driving business data architecture, data flows, enterprise data standards, data standards adoption strategies
  • Manage the development of the Citi Reference Data Model including data modelling, mapping of target record layouts, supporting application development of physical models and managing the master Critical Data Element list
Business Strategy and Workforce Development:
  • Develops strong working partnership with the ICG and ISG global leadership and senior product managers to facilitate book of work development and delivery
  • Oversees and facilitates Consent Order Article V deliverable and commitments
  • Facilitate and encourage reduction of manual touchpoints by increasing automation and integration with the strategic applications
  • Responsible for working with the global HR / support group assessments including Talent Competency assessments, Real Estate, and other Site information
  • Challenges and provides insights to the Business Units operating from the region to enhance innovation and productivity
  • Ensure management transparency, staff engagement, and improve ISG brand through various communication channels
Risk and Control:
  • Interface with global and local regulatory bodies when required in coordination with the Risk and Controls office and facilitate issue identification and resolution
  • Oversee and introduce Crisis management best practices in the region including planning and practice, decision making, escalation and communication
  • Ensure timely and successful closure of the ISG Technology owned issue and CAPS through validation and tracking
  • Participate in designing and implementing Risk Reduction Metric that link work to business impact for Consent Order V
Qualifications & Skills required:
  • 20+ years of senior technology and business leadership experience in large Financial Services Technology services company
  • Expertise leading large scale Enterprise Transformation initiatives with a clear track record of success
  • Expertise presenting & socializing with Senior Management across Business & Technology
  • Successful track record as a change leader in a large and complex environment
  • Ability to articulate intricacies of Big Data Technology Architecture
  • Must demonstrably understand the data sources and analytic techniques that are used at scale by large consumer finance institutions, and have significant experience leading and innovating through a series of appropriate business intelligence, analysis, models and strategies, implemented either internally in decision systems, or externally at third-party providers
  • Advanced knowledge of strategic direction of the function within relevant part of the business
  • Demonstrated leadership, management, and development skills
  • Deep functional and technical experience in Capital Markets Technology across Front Office, Middle Office, Operations, Risk & Finance.
  • Strong Product Delivery skills who can Identify opportunities & champion ongoing best-in-class business transformation/ innovation
  • Must have deep skills in taking Products through the Digital Journeys, User adoption & enablement, Product Branding, Delivering multiples in ROI or Risk Reward benefits.
  • Ability to run Data Governance, DQ management across multiple business groups and divisions
  • Experience with establishing Data Lineage between disparate enterprise data stores will be beneficial
  • Familiarity with Data Discovery and Access Solutions
  • Expertise with Data Reconciliations & Control infrastructure required
  • Significant influence and execution skills in ambiguous contexts, a proactive and \'no surprises\' approach in communicating issues, strength in sustaining independent views, and the ability to work effectively at the highest levels of the organization
  • Outstanding executive communications skills, articulate and effective communicator, with an energetic and approachable style

Education:
  • Bachelor\'s/University degree or equivalent experience
  • Master\'s degree preferred, managerial experience
