Job Description


What the role is:Within the Civil Service College (CSC), the Institute of Governance and Policy (IGP) is a team of learning and development (L&D) specialists and researchers who support the building of public sector capabilities in domains such as governance, social-economic policy, international relations, public communications and engagement, and policy tools. Our offerings include a suite of physical and digital (e.g. CSC\'s LEARN app) content, articles in publications such as ETHOS, seminars, training programmes and milestone programmes. You will be part of the policy-tools team that works with researchers to support the learning needs of policy teams and other public service officers in the use of relevant policy tools, such as Behavioural Insights, Cost Benefit Analysis and programme evaluation amongst others. You must have an interest in current affairs and public policy issues, to support content development and design of learning interventions.What you will be working on:

  • Sense-make and support the capacity building needs of officers and teams in the public service, especially those doing policy and planning. This includes identifying their competency gaps. \xe2\x80\xa2 Foster close relations with key stakeholders in government agencies \xe2\x80\xa2 Keep pace with local and international developments on effective and emerging policy tools for effective policymaking \xe2\x80\xa2 Develop learning material for both synchronous and asynchronous learning \xe2\x80\xa2 Partner stakeholders to design and oversee the implementation of training programmes \xe2\x80\xa2 Undertake facilitation/moderation and note-taking, where necessary
What we are looking for:
  • 1-3 years of experience in Learning and Development would be relevant. Experience in policy work is advantageous \xe2\x80\xa2 Good analytical and communication skills \xe2\x80\xa2 Ability to engage and negotiate with stakeholders, and with local and international thought-leaders, practitioners and resource persons \xe2\x80\xa2 Strong ability in planning, implementing and evaluating programmes with minimal supervision \xe2\x80\xa2 Strong public speaking and facilitation skills are a bonus

We are the central learning institution for the Singapore Public Service and we partner government ministries and agencies to develop people for a first-class public service.
