What the role is:At the Ministry of Finance\'s Government Procurement Function Office (GPFO), we are at the forefront of transforming public sector procurement. Our mission is to build a high-performing procurement workforce that empowers agencies to achieve their objectives while upholding good governance.What you will be working on:As a Lead Associate/Associate in Workforce Planning and Development, you would be at the heart of transforming how procurement professionals are recruited, developed, and retained within the government. The role is crucial in developing and articulating career pathways for procurement professionals, aligning these pathways with the broader strategic goals of the Government Procurement Function. Key Responsibilities: Crafting Compelling Career Pathways: Design and articulate clear and compelling career pathways for procurement professionals across various levels within the public sector. Ensure that these pathways highlight opportunities for growth, skill development, and progression within the public sector, making procurement a desirable career choice. Value Proposition Alignment: Collaborate with key stakeholders to align career value propositions with the overall strategic goals of the Government Procurement Function. Focus on competency-based HR approaches for recruitment, development and assessment of procurement workforce across all public agencies. Market Research and Benchmarking: Conduct regular market research and benchmarking against best practices in both public and private sectors. Utilize insights to enhance the career value propositions, ensuring they remain competitive, relevant, and attractive to current and prospective procurement professionals. Communication and Branding: Develop and implement targeted branding and communication strategies to effectively convey the career value propositions to existing and potential talent. Employee Value Proposition (EVP) Enhancement: Continuously refine and enhance the Employee Value Proposition for procurement professionals, incorporating feedback from current employees, industry trends, and evolving workforce expectations. This includes emphasizing the unique benefits of a career in public procurement, such as the opportunity to contribute to national objectives, access to professional development, and involvement in innovative projects. Engagement and Retention: Utilize the career value propositions to drive engagement and retention initiatives within the procurement function. Develop programs and activities that reinforce the value propositions, ensuring that employees feel recognized, valued, and motivated to pursue long-term careers in public procurement.What we are looking for:Collaborative Leadership: Strong interpersonal and collaboration skills, with a proven ability to engage and build productive partnerships across diverse stakeholders within and outside the government. Innovative and Strategic Thinking: A passion for driving transformation and innovation in public service procurement. You should bring a strategic mindset with the ability to see the bigger picture and influence change. Communication Mastery: Excellent written and verbal communication skills, with the ability to craft compelling narratives and influence stakeholders at all levels. Agility and Adaptability: Thrive in a dynamic, fast-paced environment. You should be able to manage multiple priorities, navigate complexities, and adapt to changing circumstances with ease. Qualification: A bachelor\'s degree in Human Resource Management, Business Administration, Public Administration, or a related field. A master\'s degree or professional certification in HR, workforce planning, or procurement will be an advantage. Experience: At least 3-5 years of relevant experience in designing and implementing career development frameworks, employee value propositions (EVPs), or similar HR initiatives. Previous experience in conducting market research and benchmarking, particularly in the context of public sector employment, would be beneficial.
