What the role is:At the Ministry of Finance\'s Government Procurement Function Office (GPFO), we are at the forefront of transforming public sector procurement. Our mission is to build a high-performing procurement workforce that empowers agencies to achieve their objectives while upholding good governance.What you will be working on:As a Lead Associate/Associate in Workforce Planning and Development, you would be at the heart of transforming how procurement professionals are recruited, developed, and retained within the government. The role focuses on developing and executing leadership and talent strategies, including leadership rotations, succession planning, and targeted development programs, to ensure a robust and capable procurement function across government agencies. Key Responsibilities: Strategic Leadership Rotations: Implement and oversee procurement leadership rotation across various government agencies. Work closely with agency leaders to identify high-potential individuals and facilitate their placement in strategic roles that enhance their leadership capabilities and broaden their experience within the public procurement domain. Succession Planning: Manage succession planning framework for key leadership positions within the procurement function. Collaborate with senior management to identify critical roles, assess current and future talent needs, and create tailored development plans to ensure continuity of leadership. Talent Development Initiatives: Design and implement programs aimed at developing the next generation of procurement leaders. This could include creating customized learning pathways, mentorship opportunities, and leadership workshops tailored to the needs of the procurement workforce. Talent Pipeline Management: Monitor and assess the effectiveness of talent development strategies to ensure a robust and diverse pipeline of future leaders and specialists. Use data-driven insights to continuously refine and enhance development programs, ensuring they meet the evolving needs of the public procurement landscape. Stakeholder Engagement: Serve as a key liaison between the Talent Development Committee and various government agencies. Facilitate regular communication, gather feedback, and build consensus on leadership and talent development initiatives, ensuring alignment with broader organizational goals. Program Evaluation and Continuous Improvement: Regularly evaluate the impact of leadership rotations, succession planning, and talent development programs. Use feedback and performance metrics to drive continuous improvement, ensuring that the initiatives remain relevant, effective, and aligned with the strategic objectives of the public procurement function.What we are looking for:Collaborative Leadership: Strong interpersonal and collaboration skills, with a proven ability to engage and build productive partnerships across diverse stakeholders within and outside the government. Innovative and Strategic Thinking: A passion for driving transformation and innovation in public service procurement. You should bring a strategic mindset with the ability to see the bigger picture and influence change. Communication Mastery: Excellent written and verbal communication skills, with the ability to craft compelling narratives and influence stakeholders at all levels. Agility and Adaptability: Thrive in a dynamic, fast-paced environment. You should be able to manage multiple priorities, navigate complexities, and adapt to changing circumstances with ease. Qualification: A bachelor\'s degree in Human Resource Management, Business Administration, Public Administration, or a related field is required. A master\'s degree or professional certification in HR, workforce planning, talent management, or leadership development will be an advantage. Experience: At least 3-5 years of relevant experience in workforce planning, leadership and talent development, human resources, or a related field. Experience within the public sector, particularly in procurement or related functions, is highly desirable. Why Join Us?
