What the role is:The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore. We are looking for candidates to fulfill a role in Enterprise Comms & Digital Infra as Engineer/Lead Engineer reporting to Deputy Director, Wireless Access and Sensor Deployment. He/She will be part of a dynamic team involved in spectrum management to communication capabilities and technologies. The job-holder is also responsible for the system engineering aspects of various projects and trials within the Comms domain; identifying and evaluating technologies of interest to the Home Team Departments.What you will be working on:The job holder is responsible for the following: a. Accountable for Home Team spectrum policy, governance and design including representing MHA/Home Team to front external agencies. b. Lead and manage team in achieving both strategic and tactical spectrum objectives for Home Team. c. Develop and refine spectrum policies for Home Team. d. Study standards and formulate positions for World Radio Conference. e. Consolidate and harmonise Home Team spectrum resources. f. Conduct trials and studies on different spectrum compatibility, impact and co-existence. g. Architect and design interfaces, possible spectrum sharing with Telco RAN and 5G network slicing to ensure interoperability. h. Design and optimize frequency deployment and reuse in both localized and nationwide Home Team wireless networks. i. Conduct radio QoS validation. j. Active monitoring and detection of interference issues, suggest and implement resolutions. k. Lead and manage Global Navigation Satellite System (GNSS) capability (improve accuracies, anti-jamming/spoofing). l. Support Deputy Director, Wireless Access and Sensor Deployment to obtain approval of Approval of Requirement papers for communications projects. m. Support the planning and project management of new or existing telecommunication Wireless and Fixed Access infrastructure, including technology selection, capacity planning, service rollout and service performance improvement, etc. n. Support the evaluation of tender from both a technical and commercial standpoint, and project manage the implementation of systems. o. Prepare various technical documents like the technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on site acceptance, etc.) and test reports. p. Participate in acceptance tests like UAT, FAT, OSAT, SSAT and ensuring that the deliverables meet tender specifications. q. Assist Deputy Director/Head to ensure timely delivery of projects within the committed schedule and budget, ensuring project issues are timely resolved or escalated to management for attention. r. Provide regular updates to HTX management on the project progress, highlighting project milestones, issues and expenditure. s. Ensure projects are implemented based on the approved project plan that meets all identified operational needs, within agreed parameters of cost, duration and quality. t. Identify potential project risks early and assess its implications to the organisation and project, and to recommend mitigating measures to manage the risks and minimise project delay. u. Effectively engage and manage all relevant stakeholders to deliver communications system. v. Work with external agencies and/or Home Team Departments (HTDs).What we are looking for:Candidates should possess: \xe2\x80\xa2 Tertiary qualification in Electrical/Electronics Engineering, Computer Science or other related Engineering. Applicants with postgraduate qualifications and/or more than 5 years of experience working in the relevant technology domains will be considered for senior positions. \xe2\x80\xa2 At least 3 years of relevant working experience in wireless communication systems like 5G NR, 4G LTE, and TETRA for Engineer/Lead Engineer and at least 8 years for Principal Engineer in a suitably sized enterprise environment. Fresh Graduate without working experience will also be considered. \xe2\x80\xa2 Strong knowledge in telecommunications standards like 3GPP, ETSI and etc and the latest developments. \xe2\x80\xa2 Strong Knowledge in RF, coverage planning, EMI/EMC. \xe2\x80\xa2 Knowledge on Telecommunication RAN virtualization, and Mobility is an advantage. \xe2\x80\xa2 Strong planning and project management skills, with facilitation skills, problem-solving skills and organising capabilities. Project Management Professional (PMP) or equivalent certification would be an advantage. \xe2\x80\xa2 Strong interest in technology and innovation. \xe2\x80\xa2 Basic technical knowledge of computer networking, including knowledge of hardware, protocols, and internet standards. \xe2\x80\xa2 Basic understanding of legal contracts. \xe2\x80\xa2 Basic financial knowledge of project procurement, including capital and operational expenditures. \xe2\x80\xa2 Good interpersonal skills and be able to be both a leader and a team player across different groups and levels. \xe2\x80\xa2 Positive attitude and collaborative mindset. \xe2\x80\xa2 Excellent interpersonal and communications skills for internal/external stakeholders\' engagement. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
